Veterinary accompanying document is issued not earlier than within 5 days before departure (if there is no need to conduct laboratory tests, veterinary accompanying documents are issued within one day). Validity - 5 days from the date of issue and before the start of transportation.

The animal must be vaccinated not later than 30 days before issuing a veterinary accompanying document. From the moment of vaccination against rabies, one year should not elapse. A veterinary accompanying document can be issued 14 days after vaccination if you have previously vaccinated your pet in a timely manner. Vaccination is confirmed by the oval seal of a private Moscow clinic that has the right to carry out vaccination, or a Moscow state clinic (station for the fight against animal diseases, district veterinary hospital or veterinary department) if you draw up a veterinary accompanying document in Moscow.

The owner of the animal is obliged to take care of the implementation of veterinary requirements in advance and call the veterinarian for advice a month before the trip.

Laboratory tests for helminthiases must be carried out within a month before departure. Deworming (with a mark in the veterinary passport) must be carried out no later than 14 days before the issuance of the accompanying veterinary document. Luminescent diagnosis of ringworm is carried out immediately before issuing a veterinary accompanying document.

The so-called "international veterinary passports" are not the basis for the transport of animals and do not replace the named certificate and certificate.

When crossing the border of Russia, form No. 1 is changed at the border veterinary checkpoint to an international one veterinary certificate (form No. 5a).

Animals are sent abroad if the requirements of Russia listed above are met and in accordance with veterinary requirements importing country. But you will have to pay the corresponding customs fees for the export of dogs. It is unlikely that it will work out somehow and smuggle the animals as a “non-commercial cargo”, and then return without them, since at the border of the European Union data on animals are entered into customs databases and everything is carefully checked.

The Republic of Belarus and the Russian Federation are classified as “safe” for rabies. Therefore, if you import a dog from Russia, bypassing the Republic of Belarus, then you do not need to receive a test. But if you go to the European Union from Russia, but bypass the territory of Ukraine, then at the border you will be required to show a test. A Russian passport is needed to rewrite the data on the owner’s residence (and therefore the animal) and, on the basis of this, issue an assurance that there are no and have not been outbreaks of rabies in this region for a long time. How to get an international veterinary certificate

To obtain a veterinary certificate for the export of an animal abroad, you will need:

  • Foreign passport of the owner

Obtaining a veterinary certificate at Pulkovo Airport

My advice is to call the veterinary control service at the airport in advance and if there is time and opportunity, issue a certificate in advance. Currently, almost all countries require that the animal imported into their territory be vaccinated against rabies. So which countries need an antibody test

To England, Ireland, Switzerland, Norway, Malta, Taiwan, Japan, UAE and Israel. I would also like to note that these countries, unlike the others, require not only a label on deworming to be pasted into the veterinary passport, but also a certificate issued in English.
Such rules apply if you are bringing a dog from Russia and directly to the specified country. When transporting a dog from the territory of Ukraine and some other countries, an antibody test is also required. It all depends on whether your country is in a rabies-free zone or not.

Where to get tested for rabies antibodies

In the laboratory, but not in any. In Russia, this can be done either directly in Center for Molecular Diagnostics in Moscow. To do this, you need to bring a dog there and donate blood from which serum is made for analysis.
In other cities of the Russian Federation there are no such laboratories and one has to look for options.
