Five FSB officers were immediately arrested. The FSB detained the ex-employee of the northwestern operational customs. Appointed attorney doesn't understand what's going on

As it became known to Kommersant, five employees of the Federal Security Service (UFSB) in Moscow and the region were immediately detained by employees of the central apparatus of the special service, and then arrested by the court. Two of them are suspected of taking a bribe, and the rest of mediating it. According to the military investigation, the Chekists expected to receive money from the management of JSC NITI im. P. I. Snegirev, one of the leading enterprises for the production of fuses for a wide range of ammunition. According to Kommersant's information, the FSB is currently conducting an audit, as a result of which personnel decisions may be made in relation to some department heads.

According to Kommersant's sources in the FSB, five employees of the capital's department of the special services, headed by the deputy head of the 7th inter-district department, Alexei Kruglov, were immediately under investigation. Colonel Kruglov and operative Roman Nadezhdin are suspected by the 51st Military Investigation Department (VSO) of the ICR in Moscow of taking a bribe on an especially large scale, associated with extortion (part 6 of article 290 of the Criminal Code of the Russian Federation). In turn, Denis Semyonov, the head of the UFSB department in the city of Balashikha, as well as operatives Alexei Vinokurov and Artur Yusufov, are charged by the investigation with mediation in bribery (part 4 of article 291.1 of the Criminal Code of the Russian Federation).

According to investigators, security officers, checking JSC "Scientific Research Technological Institute. P. I. Snegirev, an enterprise established more than 75 years ago in Zheleznodorozhny near Moscow and still one of the leading developers of mechanical and electromechanical fuses for a wide range of ammunition in Russia, revealed violations related to the registration of its employees. Then, informing the director of the joint-stock company Igor Grigoriev that he could become a defendant in a criminal case on especially large-scale fraud or embezzlement (Art. 159 or Art. 160 of the Criminal Code of the Russian Federation), they demanded to pay several million rubles for each “dead soul” allegedly identified on enterprise.

Igor Grigoriev preferred to file a complaint about extortion with the Internal Security Department of the FSB. Then, already under the control of higher security officers, negotiations began between the management of the enterprise and the employees of the FSB, during which it was decided that the compensation would amount to 3 million rubles.

The transfer of the agreed amount took place in one of the McDonald's restaurants. However, instead of 3 million rubles. Colonel Kruglov, who was immediately detained, received a million less and a paper "doll". Then the other alleged participants in the extortion, who were taken at their workplaces, were also detained.

Since officers Nadezhdin and Vinokurov pleaded guilty and decided to cooperate with the investigation, the Moscow District Military Court, at the request of the 51st VSO, placed them under house arrest. Suspects are forbidden to use any means of communication and leave their apartments. Their movements are monitored by FSIN officers using electronic bracelets.

The remaining defendants in the investigation, who did not admit guilt, were sent by the court to a pre-trial detention center, where they will spend at least the next two months. Representatives of the defendants' defense refrained from commenting, citing non-disclosure agreements given to the participants in the investigation. JSC "NITI im. P. I. Snegirev” it was not possible to get comments - the heads of the enterprise were not at their workplaces.

Meanwhile, according to Kommersant's sources, the FSB in Moscow and the region is now undergoing a large-scale anti-corruption check, as a result of which some of its leaders may be fired. The fact is that the mass arrests of officers were preceded by another corruption scandal - for mediation in obtaining a bribe of $100,000, one of the FSB officers, Stanislav Goliev, was detained and then arrested. The colonel, according to investigators, extorted money for stopping inspections of institutions of the Department of Culture of the Moscow government, while arguing that the dollars would go to his leadership. The FSB has yet to comment on the situation.

In St. Petersburg, a suspect in the preparation of terrorist acts was detained. This was reported in the regional department of the FSB. According to law enforcement agencies, the detainee was planning terrorist attacks "on transport infrastructure facilities and in crowded places."

While the FSB refuses to name the alleged terrorist, the department noted that non-disclosure of his identity is necessary "in the interests of the investigation." It is only known that the detainee is a native of one of the countries of Central Asia. The FSB continues operational-search and investigative activities.

This month, Russian special services have prevented more than one terrorist attack.

In early February, in Nizhny Novgorod, FSB officers neutralized an Islamic State (ISIS, banned in Russia) terrorist who was preparing a major terrorist attack on the day of the presidential election on March 18. During the special operation to detain him, law enforcement officers encountered resistance from the terrorist, as a result, he was eliminated. During a search of the premises, FSB officers found a high-powered improvised explosive device, components for making several more explosive devices, firearms and ammunition in the criminal's possession. The security service report also states that the liquidated terrorist turned out to be a citizen of one of the countries of the near abroad, but does not specify which one.

On February 15, Prosecutor General Yuri Chaika reported that in 2017, Russian special services prevented 24 terrorist attacks. According to Chaika, last year the number of terrorist acts in the country decreased by 16%.

“The destruction of terrorist groups in Syria has led to a decrease in the number of Russian citizens trying to join the ranks of international terrorists, as well as those returning from the combat zone,” he said during an expanded board of the Prosecutor General’s Office of the Russian Federation.

In early December, its director Alexander Bortnikov reported on the results of the work of the Federal Security Service of the Russian Federation for 2017.

The head of the service said that during the year the FSB officers managed to prevent 18 major terrorist attacks that were being prepared on the territory of Russia.

He stressed that the leaders of international terrorist organizations are trying to create centers of activity in the regions of Russia. “This trend is confirmed by the commission of terrorist acts in St. 56 secret terrorist cells," Bortnikov added.

At the same time, in early December, the FSB stopped the activities of a group of Central Asians who were preparing terrorist attacks in the Moscow region for the New Year holidays and during election events in 2018. “Improvised explosive devices, firearms and ammunition were confiscated from the terrorists, a laboratory for the manufacture of means of terror was liquidated,” Bortnikov specified.

Until the end of 2017, the FSB managed to carry out another similar operation - this time, members of the IS cell were detained in St. Petersburg. The attackers planned to carry out the attacks on December 16. During the investigation, it became known that the terrorist cell was led from abroad by the leaders of the Islamic State terrorist group. According to the plan of the terrorists, the suicide bomber was supposed to blow himself up in the Kazan Cathedral.

We also recall that on February 7, in Rostov-on-Don, for the first time in Russia, a sentence was passed on the leader of the IS group.

The District Military Court for the North Caucasus has sentenced Leche Gadamauri, leader of one of the cells of the IS organization banned in Russia, to 19 years in prison.

The court also sentenced other captured members of the Ordzhonikidzevsky Jamaat terrorist group, which operated in the Sunzhensky district of Ingushetia. Its participants received from five to 19 years in prison.

On suspicion of giving a large bribe, the investigative service of the regional FSB detained an ex-employee of the department for combating economic customs offenses of the NWT Zakhar Sychev

The earnings of the ex-employee of the North-Western Customs Administration drew on a large bribe. Counterintelligence believes that more than a million shadow dollars a year fell into the hands of the customs authorities. The intrigue lies in whose office the detainee points his finger at.

By the evening of Tuesday, March 6, the Investigative Service of the Federal Security Service for St. Petersburg and the Leningrad Region detained Zakhar Sychev, an ex-employee of the North-Western Operational Customs (SZOT), for two days. A criminal case was initiated under Part 4 of Article 291.1 of the Criminal Code of the Russian Federation "Mediation in bribery on an especially large scale." The investigation believes that Sychev transferred money to certain persons from among the leaders of the North-Western Customs Administration (SZTU) for the smooth passage of the border by trucks with smuggled goods. According to our information, the materials of the case speak of the working scheme of the Ivangorod customs post, which belongs to the Kingisepp customs in the structure of the NWTU. Well, the detention of the former customs officer can only mean one thing - the investigator is preparing to arrest him.

According to 47news, Sychev confessed. True, in part: after a search conducted by operatives from the Economic Security Service (SEB) of the regional FSB, he said that he had indeed transferred money. But Sychev treats the transfer of banknotes from shadow carriers to certain customs officers as a banal income. According to him, he just earned 1 million and another 100 thousand rubles on this.

The editors of 47news do not know all the nuances, but we know that we are talking about a gray cargo flow of 150-300 cars per month. Each car, depending on the content, had its own unofficial fee: from 350 to 500 dollars. If we take the average figures - 225 cars and $ 425 per unit per month, it turns out to be almost one hundred thousand dollars, or more than a million a year. Note that the scheme has been operating for several years.

Here we recall that on March 2, employees of the customs department of the SEB UFSB came with searches to the office of the head of the Kingisepp customs, Sergei Slepukhin. He was taken to Liteiny, 4, after which, according to 47news, he wrote a letter of resignation. Then, on March 6, the security forces searched the workplace and office of Alexander Bezlyudsky, deputy head of the North-Western Customs Administration, head of operational customs. The events are taking place in a criminal case initiated by the State Security Investigation Service under articles 210 and 194 of the Criminal Code of the Russian Federation "Organization of a criminal community" and "Customs evasion", in which a serious player in the foreign economic activity market, Igor Khavronov, was arrested. On Tuesday, March 6, the Kingisepp court extended his detention, and the suspect is in the internal FSB prison on Shpalernaya.

The intrigue begins with the personality of 41-year-old Zakhar Sychev. Today he heads the security service of a serious and state-owned JSC "Shipbuilding and Ship Repair Technology Center" (TSTSS). (This joint-stock company is clearly connected with the defense industry, since an FSB officer is seconded to it). Previously, Sychev worked as an operative of the Department for Combating Economic Customs Offenses (OBETP) of the NWTO. It is believed that the head of the OBETP Evgeny Aleshkin brought him to this place, which is quite logical - Sychev received his current place of work at the TsTSS when Nikolai Aleshkin, the father of 37-year-old Evgeny, was in charge of the enterprise. However, Sychev was also in good standing with the head of the SZOT, Major General of the Customs Service Alexander Bezlyudsky.

Obviously, the main question that interests the investigation is to whom exactly Sychev transferred the money. After all, if he has already confessed to mediation, he is unlikely to hide names.

Agree, the phrase “I carried money, but I won’t tell who exactly” sounds, at least, strange.

It is clear that among the main versions, based on previous news about the searches, there are two names: Slepukhin and Bezlyudsky. But it cannot be ruled out that they will hear the name of Evgeny Aleshkin. So, even the State Security does not know how this intrigue will end.

And if it is more procedural, then not the main question, but the main poll is of interest to the investigation.

Five FSB officers were immediately arrested. June 3rd, 2017

FSB officer Dmitry Kolesnikov, who was in charge of the Odintsovo district, was arrested in Moscow. He is accused of taking a large bribe from business owners on Rublevsky Highway.

According to Rosbalt, citing a law enforcement source, Dmitry Kolesnikov has long been on the radar of his FSB colleagues. In his position, he oversaw the work of the Odintsovo department of the service and was known as a specialist in solving the problems of entrepreneurs, whose interests are extended to Rublevskoye Highway.

In the summer of this year, he was approached by the general director and co-owner of a Rublev company, who had two problems that required Kolesnikov's intervention. The first was that the Odintsovo department of the FSB began an audit of the company's economic activities. The second is one joint-stock company that owes the company RUB 72 mln refused to repay the debt.

During interrogations, the general director said that he had repeatedly met with Kolesnikov, believing that “taking into account his position, he can contribute to the termination of the inspection carried out by the FSB of Russia and the return of debt to society”.

One of the meetings took place on June 13, 2017 in Odintsovo near the administration building, from which Kolesnikov came out and told the businessman that “it takes ten to resolve the issue,” meaning 10 million rubles. And he added that he would solve both problems - both with the FSB check and with the return of money by the debtor.

The general director of the company promised to think about it, and he himself wrote an official statement to law enforcement agencies, while in the course of further discussions the amount of the bribe was reduced to 9 million rubles. Upon receiving the money, Kolesnikov was detained, after which he was charged under Art. 30 and 290 of the Criminal Code of the Russian Federation - "Complicity in taking a bribe on an especially large scale."

The Investigation Department filed a motion with the court to place the accused in custody. At the hearing, the lawyers of the FSB officer asked to choose a preventive measure not related to deprivation of liberty - house arrest. They argued the request by the absence of complaints against Kolesnikov for many years of service in the FSB, as well as by the fact that he has two minor children and suffers from various diseases.

But the military prosecutor disputed this request, stating that the defendant could take active measures to obstruct the proceedings in the criminal case, since he is an FSB officer and has special knowledge in operational-search activities. It was also noted at the court hearings that Kolesnikov is suspected of involvement in the commission of a crime as part of a group of persons, not all of whose members have been identified so far, and he can inform accomplices about the investigation and help evade responsibility.

As a result, the Moscow Garrison Military Court decided to arrest Kolesnikov. The FSB officer tried to challenge the decision in the Moscow District Military Court, but it was upheld.
