Ex-director of NPO Avtomatiki Leonid Shalimov - about the postponement of the launch of the Soyuz and plans for the future

On May 19, the team of NPO Avtomatiki will be introduced to a new general director, who, most likely, will be a native of the enterprise, Minister of Industry of the Sverdlovsk Region Andrey Misyura. On the eve of the official appointment, the site was interviewed by the former general director of the enterprise, Leonid Shalimov, who led NPO Avtomatiki for more than 20 years. He gave details about the reasons for the postponement of the launch of the Soyuz rocket at the Vostochny cosmodrome, about his successor, as well as about a new project for the Ministry of Defense and about difficulties with financing in the military-industrial complex.

Shalimov himself is still working in the office of the general director on the first territory of NPO Avtomatiki in a building in the center of Yekaterinburg. "It was a regular situation"

- What happened at the Vostochny cosmodrome on April 27, when the launch of the Soyuz-2.1a rocket was postponed?

- We can assume that there was a regular situation. This was the first start of flight design tests for the Vostochny cosmodrome. In the rocket itself, we have replaced the digital computer that controls the flight. If earlier she weighed 26 kg, now only six. Can you imagine the difference? This is a completely new development that had to be implemented, which we did. And in the end, the car performed its task amazingly.

- But the launch still happened the second time. What happened to the cable that is believed to have caused the failure?

- I'll tell you from the beginning. We switched to electronic design. This means that the developer for each part, including cables, creates documentation in electronic form, and the system, using these documents, automatically generates programs for checking compliance. The documentation for the cable that ended up being used at the launch on April 27 was originally released with a bug. The system translated this into a file for verification and accepted the cable with the error as compliant. The error was revealed a year ago when unsoldering the second cable, it was discovered by the installer, who immediately received an award for this. She reported this situation to the technologist, he - to the developer, and the developer, in turn, issued a notice about the correction of the documentation. This notice should have indicated that the first cable needed to be finalized, but nothing was written about this in the document. As a result, the unfinished cable got to the starting position. During the start, the system immediately detected an error and canceled the start. It was impossible to do this in advance, we are talking about checking irreversible operations at the site. For us, this is a standard situation, because we clearly put into the control system the verification of the correctness of all equipment during pre-launch preparation.

- After the system canceled the launch, how long did it take you to understand what was the reason?

- At first, the whole chain was suspected, then we began to narrow the circle, and after two or three hours we realized that the whole issue was in the cable. When we realized this, we simply replaced this cable. Usually, such things are regulated in the working mode: we report on the reasons for canceling the launch of the state commission, we report that we have eliminated the error, and if the members of the state commission have no questions, the launch takes place the next day.

- But this year, due to the postponement of the launch, Deputy Prime Minister Dmitry Rogozin was reprimanded, the head of Roskosmos Igor Komarov was severely reprimanded, you were not in full service compliance, and as a result, you left the post of General Director of NPO Avtomatiki. Do you think that if President Vladimir Putin had not been personally present at the cosmodrome, the reaction to the postponement of the launch could have been milder?

- My personal opinion: if it were not for Vladimir Vladimirovich, no one would have paid any attention to this moment. We would resolve this issue in a working order at a meeting of the state commission. The first start is flight and design tests, you always have the right to make a mistake. Not for an accident, but for a mistake. And I emphasize that there was no accident, everything worked properly.

- The federal media wrote that after the unsuccessful launch, Putin arranged a “real dressing down”. How it was?

“Firstly, what is separation? Probably, everyone has the right to be indignant and express their opinion. I teach my subordinates that there are no trifles in rocket and space technology. Unfortunately, the younger generation believes more in electronics. And secondly, there was not a word about the unsuccessful launch, there is a transfer of the launch to the next day.

- You once said that the main problem of the space industry is fools.

- I'm talking about accidents, meaning that you can't catch up with a rocket to fix it. And you always need a system that does not miss possible errors. No matter what the fool does, the system must stop in case of an error and allow smart people to correct everything. This is how it all works for us now. If we did not have such a system, we would really run a very high risk of creating emergencies.

- Why did you write a letter of voluntary resignation on May 5, although at that time the special commission to investigate the incident at Vostochny had not yet made final conclusions?

To make it easier for them to work. Someone has to be held accountable for these stupid mistakes. That's all. I made a decision and wrote a statement.

- Regardless of the situation at Vostochny, were you going to do it in the near future?

— Basically, I wanted to launch another order. It took a maximum of two and a half more years. This is an interesting and significant project for Russia, so I wanted to put a winning end on it.

— What is this project?

- This is a new missile for the Ministry of Defense. I can't give details. But this is a significant job, and I was already involved in it, I thought that by launching a rocket, I would leave a good foundation for the future of the enterprise. But the situation at Vostochny prompted him to make a decision to resign earlier.

- How do you feel about the fact that the employees of NPO Avtomatika collected signatures against your resignation and were very emotional about your fate?

- These are all personal feelings of people. I have already written to the NGO newspaper that I am grateful to everyone for their sympathy. But only one person took pity on me. He said: "Finally, your 20 years of hard labor are over." So finally they ended, and personal feelings would not influence my decision.

- So you don’t see a political order in this situation to remove you from a leadership position?

- Not. I think this option is completely ruled out. The situation at Vostochny itself and its consequences were unexpected for everyone, so various theories began to be discussed by the poet. But I don't think it's an alien conspiracy because we're flying into space. The situation took its course. It happened.

- Minister of Industry Andrey Misyuru is named your successor. How do you feel about this option?

“I have no doubt that I have a replacement. I believe that any sane person should prepare for himself such a successor who would not ruin the business later. Therefore, regarding the return of Andrei Vasilyevich to the enterprise, I can say one thing: the main thing is that he himself assesses his capabilities correctly. I have already described the work of the director as hard labor. Few people want to go to hard labor, although everyone thinks: what's so difficult about running an enterprise? He sat down in a chair, sat down, went out - gave instructions. It's like a joke. Maria Ivanovna meets Vovochka and says: “Vovochka, are you a general? You didn't know anything at all at school!" Vovochka answers her: “I still don’t know anything. I come to the unit, they report to me, I say: “I don’t know anything, so that it would be ready by morning.” And this is how many people imagine the work of a director.

— You came to NPO Avtomatiki in 1970, at the age of 24. Where did your work start?

— Yes, I came to NPO Avtomatiki early. They constantly tried to grab me somewhere: I had to be the secretary of the Komsomol committee for some time, although at first I refused. I've been doing this for almost a year. Then I had an interesting job related to the issues of strategic arms limitation with America. But this topic fell under the knife, and in 1989 I became chairman of the trade union committee. Since I had no idea what a union was, I modeled my work on the example of the Canadian union.

What is the difference compared to the Soviet system?

- There were more stringent rules in relation to the team and the administration. For example, you were not eligible to enter the enterprise until you became a union member. Later, I organized a branch of NPO Avtomatiki, which was called Avtomatika for non-ferrous metallurgy. And the first work was an aluminum electrolysis system for the Bogoslovsky aluminum plant. By the way, Anatoly Vasilyevich Sysoev, who was then the director, recalls her with pleasure. And then I was offered to become deputy general director for economics. This was in 1992.

Do you remember your first rocket launch?

- Of course I remember. If we talk about the first launch of a combat missile, it was on November 19, 1997 at a ground stand. Then, on November 8, 2004, the first launch of the Soyuz-2 rocket took place at the Plesetsk cosmodrome. The first launch under my leadership was when we went on a ship escorting a submarine. I remember very well: I was standing on a ship and suddenly - such a glow and a rocket soars up from the sea. It's just amazing. I must have been very lucky in my career. I love launches very much, I am a rocket engineer by profession. We've had over 50 launches in the last 12 years and I've attended almost all of them.

- What is happening with the Soyuz-5 project now? Work in progress?

- Not. The Soyuz-5 project has been temporarily suspended. Of course, it still needs to be there. It is imperative that we have at least two developers of launch vehicles. When people strive for monopoly - it's good. But when someone uses monopoly products - it's bad. It is not in vain that we say that it is necessary to somehow limit the monopolists. Therefore, having one rocket and one rocket manufacturer is disastrous for the rocket and space industry.

— What is the structure of orders for NPO Avtomatiki now? Earlier you said that a third is occupied by orders from Roskosmos, another third by the Ministry of Defense, and a third remains for civilian products.

“Unfortunately, today the situation is worse. Because so far the Ministry of Defense has a share of 50%, and Roskosmos and civilian products - 25% each, respectively. I believe that any enterprise should have product diversification. Division by thirds in our case is optimal. Everyone understands that orders from the Ministry of Defense are a certain conjuncture. They depend on the international situation, on the availability of budgetary funds, and on many other factors. Received a government order - rejoice, because, we can say that you won a lottery ticket.

— What is happening with the market of civilian products and import substitution?

— Here, the very formulation of the task of import substitution is absolutely wrong. Enterprises make long lists of what foreign equipment they use. We are told: “Offer us the same product. And if it is better and cheaper, we will buy it.” But wait, the cost of high-tech equipment can run into hundreds of millions of dollars. We cannot throw this money away just like that, without any guarantees. The system must be built differently. Enterprises must formulate specific terms of reference and then, if necessary, hold a competition among enterprises that are ready to fulfill the order. So we invested our own funds in the production of electric locomotives, having agreed with Russian Railways that they would be purchased.

— Last year, you said that the volume of production at NPO Avtomatiki increased by 27%. What are the forecasts for this year?

- This year, I think, will be very difficult, and we should not expect an increase in production volumes. The problems are related, among other things, to the federal law on "coloring accounts", which was adopted to control the funds of the state defense order, but in the end it slows down the work. We used to compensate for financial gaps with loans, but now the financing situation is unclear. The entire military-industrial complex discusses this topic endlessly. At the last congress of the union of machine builders in Moscow, we were promised that amendments to the legislation would be submitted to the State Duma in May, but so far this has not happened. As a result, there will be adjustments in the issue of generating profits, and profit is innovative development and social programs.

Will social programs have to be cut?

— Yes, some social programs will have to be cut. For example, we have already limited the bonus fund, and wages will most likely not increase this year. This, of course, is bad. I recently read an economist in Rossiyskaya Gazeta who said that a wage freeze would spur us on in terms of industrial development. Probably some very cool economist. But there is such a thing as purchasing power. And if it slows down, where will the growth come from?!

“We need to have time to implement all the ideas”

— A technopark was launched on the territory of NPO Avtomatiki several years ago for small enterprises that are engaged in innovations for the industry. How do you rate the effectiveness of its work?

— We never intended to create a technopark at all, because I never do anything for slogans. I simply united a number of instrument-making enterprises, which were practically natives of NPO Avtomatiki. This happened about 15 years ago. Then they did not talk about technoparks. I just decided that we need to solve a number of problems that enterprises have. This helps, in particular, to obtain a synergistic effect. For example, there is an opportunity to launch new products or join forces to enter a new market. If a recession begins at some enterprise, I invite the director and ask what happened. Together we think about what to pay attention to, and it comes to life. It happens that a company has resources, but it simply does not know where to apply them. I don't want hype, I just want to work. So that there are new products, so that import substitution is not just a slogan, but a real thing. Slogans are, apparently, our legacy, which remained from the USSR. We had a slogan for almost every occasion. For example, a month of shock work. What does it mean? That we work hard for one month, and just lie down and do nothing for 11?

— As part of the program of the Ural School of Engineering, you train personnel for industry. Are these not just slogans?

- Not. I have always said that the USE is much more harmful than corruption in schools. Because people are simply beaten off the ability to think logically. And everyone understands that an engineer is a logician, it is not just memorizing instructions and techniques. But it's useless to fight it. It is much more efficient to create a system where we can spark interest in engineering in children at school. We are consistently following this path. We agreed that the enterprises would supervise schools and robotics clubs. We also work with universities. When I start lecturing the first year at the Ural Federal University, sometimes timid questions are raised: “Are we all going to work at NPO Avtomatika?” But I have no such task. I set the task for students to become engineers who understand control systems. Then they will be able to work wherever they like, including at NPO Avtomatiki.

- Have you officially assumed the position of Advisor to the General Director of NPO Avtomatiki?

— Entered. There is no CEO yet. I am waiting for him, he should be appointed on May 19.

- Do you plan to transfer business and leave or stay at the enterprise?

I have so many interesting ideas! We need to have time to implement them all. Many things were not completed at NPO Avtomatiki, I couldn't get my hands on it because of rocket technology.

- For example?

— For example, we work with Russian Railways only on transport. I would like to develop other areas. I still have a passion for the railroad. There discipline, as in the military-industrial complex. There are a lot of interesting works that are not made in the mining industry.

- In the Sverdlovsk region in the mines of "Rusal" mainly foreign equipment.

- Yes. But we have the opportunity to make the equipment that Rusal needs. It's better and cheaper. You just need to negotiate.

The former head of NPO Avtomatiki, Leonid Shalimov, who resigned amid the scandal with the unsuccessful launch of the Soyuz-2.1a rocket from the Vostochny cosmodrome, will remain at the enterprise, but in a different position. Leonid Nikolaevich Shalimov headed the NPO Automation back in 1997. Under his leadership, the enterprise was restructured, after which it was possible to simultaneously make control systems for the rocket and space industry and develop civilian equipment. Under him, the control system for ballistic missiles on submarines and the Soyuz-2 launch vehicle, which was first launched from the Plesetsk cosmodrome in 2004 and from Baikonur in 2006, was developed and tested. By 2014, 40 successful launches of Soyuz-2 had been carried out from various sites before the enterprise took part in preparations for the launch from Vostochny.

In addition, NGOs, in collaboration with the National Center for Space Research of France and the European Space Agency, developed the Soyuz-ST launch vehicle for launch from the French Guiana cosmodrome. In 2011, a rocket was successfully launched with two European satellites. All this was done under Leonid Shalimov.
