The notebook was discovered after an inspection of the Main Control Department of the Government of Sevastopol arrived at the Izumrud boarding house on September 28. The leadership of the State Unitary Enterprise "Pensions of Sevastopol" fled before the visit of the inspectors. Chief Accountant Larisa Ismailova called the police and announced a "raider seizure of the enterprise." However, the GKU revealed the facts of granting discounts of up to 50 percent to selected visitors of state boarding houses. It was established that, with the approval of the General Director Anatoly Zhezherun, some guests lived in the Izumrud boarding house at a cost that did not fully compensate for the costs of the enterprise, which caused damage to the state. So, two price lists for seasonal holidays were found, where the prices for individual items for the same services differ from each other by more than two times. For which of them the boarding house worked, and at what cost different guests of the same rooms and buildings lived at the same time, the control department could not find out: the runaway management and accounting department did not give explanations.

According to available data, the highest discounts for accommodation in the Izumrud boarding house were provided by Anatoly Zhezherun to individual law enforcement officers and other government agencies.

This information was confirmed by the State Unitary Enterprise in a conversation with ForPost. So, back in 2015, the Sevastopol Investigative Committee received a 50 percent discount. At that moment, it was headed by Yuri Moroz. After the President signed a decree on his resignation in July of this year, Moroz got a job as the head of the security service for the former Minister of Defense of Ukraine Pavel Lebedev, our source said. Moroz and Lebedev together were members of the Korsun charitable foundation, one of the leaders of which was the former head of Sevastopol Menyailo. But after the change of leadership in the investigative department, discounts on the accommodation of its employees in the Emerald were preserved.

ForPost has at its disposal stamped letters from the Sevastopol Investigative Committee without outgoing numbers and dates addressed to Anatoly Zhezherun, Director of Sevastopol Boarding Houses, with a request to place employees of the Investigative Committee in Izumrud "in accordance with established standards." Further, representatives of the investigative department personally asked Zhezherun through an application for the sale of a ticket to one of the buildings of the boarding house in June-July 2016. Only after that, in the lower right corner of the letter and the statement, a 50 percent discount was calculated by someone's hand. Then the calculation was endorsed with the word "paid". In total, in the summer of 2016, about 40 employees of the investigative department for Sevastopol rested at the Izumrud at a contractual discount, they told us at the State Unitary Enterprise.

It should be noted that the procedure for granting discounts up to 50 percent is not prescribed in any of the official documents of the State Unitary Enterprise, since dumping the cost of services obviously causes significant damage to the enterprise.

Journalists managed to confirm the authenticity of the notebook with black bookkeeping in a conversation with the former vice-governor of Sevastopol Alexander Reshetnikov. On one of the pages of the weekly, among other interesting guests, there is a note: "July 20 - Reshetnikov, the deputy governor from Moscow, pays." Reshetnikov admitted that he really paid for the services of the boarding house during this period. “My relatives were resting,” he said. When asked if he was given a 50 percent discount, Reshetnikov replied that he did not know: “They issued an invoice upon departure, and I paid.”

Director Anatoly Zhezherun and chief accountant Larisa Ismailova are not available to comment on the provision of services to guests from the notebook - the heads of the State Unitary Enterprise do not answer phone calls. They continue to avoid meetings with the Main Control Department of the Government of Sevastopol.

It also became known to ForPost that back in August, almost a month before the GKU audit, the deputy director of Anatoly Zhezherun left the post of Deputy Director of the Legislative Assembly Sergei Kravchenko. He, like his fellow parliamentarians Boris Kolesnikov and Tatyana Vusatenko, who worked in the market state unitary enterprise, wrote a letter of resignation. This happened after the inspection of all state-owned enterprises in Sevastopol announced by Dmitry Ovsyannikov.

Kravchenko, Kolesnikov and Vusatenko were employed by the former head of Sevastopol Menyailo at the State Unitary Enterprise. Going to work was not their main task, they were preparing protest speeches for sessions of the Legislative Assembly and were three of the 11 deputies of Menyailo's entourage.

Zhezherun, the head of the state enterprise hiding from the GKU, had to hide from representatives of the state more than once in his life. According to the Stringer portal, in the 90s the Izumrud boarding house, where many outlets of Anatoly Zhezherun were located, became the center for laundering the shadow income of the Bashmaki criminal group.

According to the publication, in 2005, the former policeman Zhezherun, dismissed from the authorities for dubious connections, became the director of Izumrud under the patronage of the authority of Igor Chesnokov, in the past also a police officer named Chicha, who was considered the head of the Sevastopol branch of the largest criminal group "Bashmaki" .

Chesnokov and Zhezherun were arrested in Sevastopol in September 2006. As Kommersant reported in the material “Sevastopol thoroughly took off their shoes”, according to the investigation, the detainees were suspected of organizing an attempt on the life of the ex-mayor of Sevastopol Viktor Semenov on October 10, 1996. Then, from the explosion of a device installed in the ground near the place where Mr. Semyonov's car usually stopped, the mayor himself, his security guard and a bystander suffered. The victims received numerous shrapnel wounds, concussion and burns. Among other high-profile assassination attempts, with which the investigation linked the names of the detainees, was the explosion at the entrance of the editor-in-chief of the Slava Sevastopol newspaper Vladimir Ivanov, which claimed his life.

The new head of Sevastopol, Dmitry Ovsyannikov, who has begun checking GUPs, should hardly be afraid of assassination attempts. So far, he has received only verbal threats to complain to all authorities. The focus is on the victims of credit fraud among the residents of the Belgorod and Orlovka regions, on which Aleksey Fomchenkov, one of the co-founders of Orelsotsbank, issued false loans.

According to a number of media reports, Fomchenkov got into the development of the Belgorod security forces and, apparently, in order to escape punishment, he asked the debtors of Orelsotsbank to confirm that cash loans were taken for their subsequent transfer to the head of the Ministry of Internal Affairs, Major General Viktor Pesterev and the head of the regional department for combating economic crimes to Colonel Sergei Butyaykin. In return, Fomchenkov promised citizens to write off debts on loans.

Thus, Fomchenkov tried “not only to neutralize the investigation, but also not to return the money of Orelsotsbank, embezzled by them in a fraudulent way,” Moskovsky Komsomolets noted.

Despite the statements of the victims and the testimonies of witnesses, the Oryol investigators did not open a criminal case against Fomchenkov, which gave grounds to assume a corruption conspiracy, in which, in addition to the Investigative Committee for the Orel Region, the former head of the Department of Economic Crime Control of the Internal Affairs Directorate of the Belgorod Region, Alexei Morozov, and Major Ilya Varov, who works in the thirteenth Department of the Main Directorate of Internal Security of the Ministry of Internal Affairs of Russia in Moscow.
