  • chronic renal failure in the terminal stage;

Group II disability is assigned on the basis of diabetic blindness or retinopathy of 2-3 degrees, with chronic renal failure in the terminal stage.

III group of disability is given to patients with moderate disease, but with severe disorders.

How has the amount of the benefit changed over the past 3 years?

Over the past 3 years, the amount of benefits has changed taking into account the level of inflation, the number of patients. Common benefits for diabetics include:

  1. Obtaining necessary medical supplies.
  2. Pension depending on the group of disability.
  3. Exemption from military service.
  4. Obtaining diagnostic tools.
  5. The right to free examination of the organs of the endocrine system in a specialized diabetic center.

For some subjects of the Russian Federation, additional benefits are provided in the form of a course of treatment in a resort-type dispensary, as well as:

  1. Reducing utility bills up to 50%.
  2. Maternity leave for women with diabetes is increased by 16 days.
  3. Additional support measures at the regional level.

The type and quantity of drugs, as well as diagnostic tools (syringes, test strips) are determined by the attending physician.

What is the amount of benefits for patients with diabetes in 2019

In 2019, diabetics can count not only on the above benefits, but also on other social support from the state and local authorities.

Benefits for patients with type 1 diabetes:

  1. Provision of medicines intended for the treatment of diabetes and its consequences.
  2. Medical accessories for injections, measuring sugar levels and other procedures (with the expectation of conducting an analysis three times a day).
  3. Help from a social worker.

Benefits for Type 2 Diabetes:

  1. Sanatorium treatment.
  2. Social rehabilitation.
  3. Free job change.
  4. Classes in sports clubs.

In addition to the free voucher, diabetics are compensated for the costs of:

  • road;
  • food.

Free medicines to treat complications from diabetes are included in the list of benefits:

  1. Phospholipids.
  2. Means that help the pancreas.
  3. Vitamins and vitamin-mineral complexes.
  4. Medications to restore disturbed metabolic processes.

In addition to hypoglycemic drugs, diabetics are given additional medications. People with type 2 diabetes do not need insulin but are eligible for a glucometer and test strips. The number of test strips depends on whether the patient uses insulin or not:

  • for those dependent on insulin, 3 test strips are required daily;
  • if the patient does not use insulin - 1 test strip daily.

Patients using insulin are given injection syringes in the amount necessary for the daily administration of the drug. If the benefits are not used within a year, the diabetic will be able to apply to the FSS.

You can opt out of the social package at the beginning of the year. In this case, money is paid. The lump-sum payment is accrued for a year, but in fact it is not a one-time payment, as it is paid in installments over 12 months in the form of an addition to the disability pension.

In 2019, the following subsidies are planned to be paid to diabetics:

  • 1 group: 3538.52 rubles;
  • 2 group: 2527.06 rubles;
  • 3rd group and children: 2022.94 rubles.

In 2019, it is planned to index payments by 6.4%. The final amount of the allowance can be found in the territorial office of the PFR, where you need to apply for its execution.

How to get benefits for people with diabetes in 2019

To receive the benefits due to diabetics, you must have the appropriate documents confirming the disability and disease. In addition, it is necessary to provide a certificate in the form No. 070 / y-04 for an adult or No. 076 / y-04 for a child to the social security authorities.

Next, an application is written for the provision of sanatorium treatment to the Social Insurance Fund or to any body of social protection of the population, which has an agreement with the Social Insurance Fund. This must be done by December 1st of the current year.

After 10 days, a response arrives about the provision of a voucher to a sanatorium corresponding to the treatment profile, indicating the date of arrival. The ticket itself is issued in advance, no later than 21 days before arrival. After treatment, a card is issued in which the patient's condition is described.

Additional documents for benefits:

  • passport and two copies of it, pages 2, 3, 5;
  • if you have a disability, you need an individual rehabilitation plan in the amount of two copies;
  • two copies of SNILS;
  • a certificate from the Pension Fund proving the existence of non-monetized benefits for the current year, with a copy of it;
  • certificate from a doctor of the form No. 070 / y-04 for an adult or No. 076 / y-04 for a child. This certificate is valid for six months only!

To get free medicines, you need a prescription from an endocrinologist. To get a prescription, the patient has to wait for the results of all the tests necessary to establish an accurate diagnosis. Based on the studies, the doctor draws up a schedule for taking medications, determines the dosage.

In the state pharmacy, the patient is given medicines strictly in the quantities prescribed in the prescription. As a rule, medicines are enough for a month.

To obtain a medical examination for a disability for a child, the following documents are required:

  • application of a citizen (or his legal representative);
  • passport or other identity document; passport for citizens from 14 years old (for persons under 14 years old: birth certificate and passport of one of the parents or guardian);
  • medical documents (outpatient card, extracts from hospitals, R-images, etc.);
  • referral from a medical institution (Form No. 088/u-06); or Certificate of a medical institution;
  • a copy of the work book, certified by the personnel department for working citizens, parents of patients;
  • information about the nature and working conditions (for working citizens);
  • documents on education, if any;
  • characteristics of the educational activity of a student (student) sent for medical and social examination;
  • in case of re-examination, a certificate of disability;
  • upon re-examination, have an individual rehabilitation program with marks of its implementation.

According to the National Research Center for Endocrinology under the Ministry of Health of the Russian Federation, currently about 8 million Russians suffer from diabetes and approximately 20% of the entire population of the country is in a pre-diabetic state.

Composition of Benefits for Diabetes Patients

The range of benefits for people with diabetes may vary depending on the form of the disease and the presence or absence of a confirmed disability.

All diabetics, without exception, are entitled to free provision of drugs and means of controlling the course of the disease. This right was approved by the Government of Russia in Decree No. 890 of July 30, 1994.

For type 1 diabetes, the following is provided at the expense of budgetary funds:

  • insulin;
  • syringes and needles;
  • 100 g of ethyl alcohol per month;
  • glucometers;
  • disposable test strips for glucometers in the amount of 90 pcs. per month;
  • medicines for diabetes and its complications.

Type 2 diabetes entitles you to:

  • hypoglycemic agents and other drugs;
  • glucometer;
  • test strips in the amount of 30 pcs. per month.

A number of benefits are provided depending on the gender of the patient:

  • men are exempted from military service;
  • women in labor are extended their stay in the maternity hospital by 3 days, and the duration of maternity leave by 16 days (including for patients diagnosed with gestational diabetes, which manifests itself only during pregnancy).

A significant part of diabetics have some kind of disability, therefore, along with the above benefits, they are provided with a full social package designed for people with disabilities. It includes:

  • payment of a disability pension;
  • payment for sanatorium treatment with travel compensation (1 time per year);
  • free medicines (not only for diabetes, but also for other diseases);
  • preferential use of urban and intercity public transport;
  • 50% discount on utility bills.

The list of benefits can be expanded through regional programs. Benefits for Diabetic Children

Unfortunately, not only adults, but also children are affected by diabetes. It is even more difficult for a young, fragile body to resist the disease, and with an insulin-dependent form of diabetes (type 1), children are automatically assigned a disability. In this regard, the state provides them with:

  1. disability pension;
  2. vouchers to sanatoriums and children's health camps (travel is paid for both a disabled child and an accompanying adult);
  3. free medicines, medical products and dressings;
  4. preferential travel in public transport;

Parents of disabled children and their guardians are entitled to personal income tax deductions, a credit for the length of service for the period of caring for a child with disabilities, early retirement, and in the absence of employment, monthly compensation payments in the amount of 5,500 rubles.

Diabetic children without disabilities receive the same benefits as adults, depending on the form of the disease.

Conditions for the appointment of disability for patients with diabetes

The presence of a disability group significantly expands the list of benefits for diabetics, so it would be useful to consider in which cases it is assigned to patients with diabetes.

To obtain the status of a disabled person, one diagnosis of diabetes is not enough. The group is appointed only in the presence of complications that prevent the patient from a full life.

The appointment of the 1st group of disability occurs only with a severe form of the disease, accompanied by such manifestations:

  • metabolic disorders;
  • severe visual impairment up to blindness;
  • gangrene;
  • heart and kidney failure;
  • coma, provoked by sharp jumps in blood sugar levels;
  • irreversible brain damage:
  • inability to independently serve the needs of the body, move around and engage in labor activities.

Disability of the 2nd group is assigned with the same symptoms of severe diabetes, but at the initial stage of their development. The 3rd group is prescribed for mild and moderate forms of the disease, but with its rapid progression.

All manifestations of the complications of the disease must be documented, which is given by the relevant medical specialists. All medical reports and test results must be submitted to the medical and social examination. The more supporting documents can be collected, the more likely the experts will make a positive decision.

Disability of the 2nd and 3rd groups is assigned for a year, the 1st group - for 2 years. After this period, the right to the status must be confirmed again.

The procedure for registration and granting benefits

Registration of the basic set of social services, which includes free medicines, treatment in sanatoriums and travel in public transport, is carried out at the local branch of the Pension Fund. There you need to provide:

  • application of the established form;
  • identity documents;
  • OPS insurance certificate;
  • medical records to prove your eligibility.

After checking the documents, the applicant is issued a certificate confirming the right to use social services. On its basis, the doctor will write out prescriptions for the free receipt of medicines and devices at the pharmacy, which are necessary to control the state of the body in diabetes.

In order to obtain a ticket to the sanatorium, they also turn to the clinic. The medical commission evaluates the patient's condition and, in case of a positive conclusion, issues him a certificate No. 070 / y-04, confirming the right to rehabilitation.

With it, you must contact the local branch of the FSS, where you additionally apply for a ticket, a passport (for a disabled child - a birth certificate), a certificate of disability.

Attention!

If there is a voucher for the patient, it is issued within 21 days, after which he is again sent with it to the clinic to receive a sanatorium-and-spa card.

The certificate issued by the Pension Fund of the Russian Federation also gives the right to purchase a social ticket, according to which a disabled diabetic can travel free of charge on all types of public transport, with the exception of taxis and commercial minibuses. Intercity transport (road, rail, air, river) is provided with a 50% discount from early October to mid-May and once in both directions at any other time of the year.

Financial compensation

A diabetic with a disability may forego in-kind benefits in favor of a lump sum. Refusal can be made from the entire set of social. services or partially only from those for which there is no need.

However, there is a draft Federal Law No. 184557-7 “On measures to provide…” (hereinafter referred to as the Draft Law), which was submitted to the State Duma for consideration by deputies Mironov, Emelyanov, Tumusov and Nilov.

In part 1 of Art. 25 of the Draft Law contains a provision providing for the entry into force of the Federal Law from January 1, 2018, however, to date, the Federal Law has not yet entered into force.

Why benefits are provided

Benefits are provided for various reasons:

  • Part 1 Art. 7 of the Draft Law defines that diabetes mellitus is a disease that is recognized by the Government as an extremely serious problem in the life of an individual person and the entire society as a whole, which entails the emergence of a state. obligations in the field of medical and social protection;
  • diabetes is characterized by the possibility of acute complications, such as ketoacidosis, hypoglycemia, lactic acid coma, etc., as well as late consequences, for example, retinopathy, angiopathy, diabetic foot, etc., respectively, in the absence of proper medical care, the disease can lead to other, more serious;
  • with diabetes, the patient requires constant monitoring of blood sugar levels, as a result, the need for the constant availability of medicines and treatments, which can be expensive.

When is disability established?

Disability is established after the corresponding recognition as a disabled person as a result of a medical and social examination (Article 7 of the Federal Law No. 181 of November 24, 1995 “On Social ...” (hereinafter - Federal Law No. 181)).

The decision to establish disability is made on the basis of the classifications and criteria specified in the Order of the Ministry of Labor No. 1024n dated December 17. 2015 “On Classifications…” (hereinafter referred to as the Order).

Based on clause 8 of the Order, in order to establish disability, a person over 18 years of age must comply with 2 conditions:

  • the degree of severity of dysfunctions - from 40 to 100%;
  • the indicated degree of severity of persistent violations leads either to the 2nd or 3rd degree of severity of disability in any one category of life activity (clause 5 of the Order), or to the 1st degree of severity, but in several categories at once (for example, 1 -th degree of severity in the categories “Ability for self-service”, “Ability for learning”, “Ability for communication”, etc. or 2nd degree only for “Ability for orientation”).

Accordingly, in order to determine whether a diabetic is entitled to a disability group, you need to:

  • use Subsection 11 “Diseases of the endocrine system…” of the Appendix “Quantitative assessment system…” of the Order;
  • then find the penultimate column “Clinical and functional ...”;
  • find in this column a description of the nature of the course of diabetes mellitus, which most accurately characterizes the current state of affairs in the patient;
  • look at the last column for a quantitative assessment (you need from 40 to 100%);
  • finally, in accordance with paragraph 5 - paragraph 7 of the Order, determine to what degree of disability the course of diabetes mellitus leads to, corresponding to the description in the column "Clinical and functional ...".

What are the benefits for diabetics with disabilities?

Diabetics with disabilities are entitled to standard benefits + guaranteed by Federal Law No. 181.

First type

Benefits may depend on the group of disability, but the type of diabetes does not affect the benefits provided.

Disabled diabetics may qualify for:

  • improvement of living conditions subject to registration before January 1. 2005 (Article 17 of the Federal Law No. 181);
  • free education (including higher professional education - paragraph 6 of article 19 of the Federal Law No. 181);
  • priority employment if the enterprise has a quota for the disabled (Article 21 of the Federal Law No. 181);
  • annual paid leave of at least 30 days;
  • disability pension (insurance or social, the amount of the pension depends either on the disability group (social) or on the IPC (insurance));

Depending on the type of diabetes, there are different benefits.

First type

Based on paragraph 2 of Art. 3 of the Bill, type 1 diabetes is a disease in which the pancreas fails to produce its own insulin, causing the patient to constantly require insulin injections.

In accordance with Section 3 "List of diseases and conditions ..." Decree of the Government of the Russian Federation No. 1492 of December 8. 2017 "About the program ..." (hereinafter referred to as the Resolution), for diseases of the endocrine system (including diabetes), free medical care is provided. help:

  • specialized;
  • ambulance;
  • palliative.

Also, since diabetes is classified as a socially significant disease according to Government Decree No. 715 of 1 December. 2004 “On Approval…”, dispensary observation is carried out in relation to such patients.

In addition, type 1 diabetics may qualify for:

  • free medicines prescribed by a doctor in order to prevent the disease;
  • free medical devices for injections and measuring blood sugar levels (based on checking blood for sugar at least 3 times a day).

Second type

By virtue of paragraph 3 of part 3 of the Draft Law, type 2 diabetes is a carbohydrate metabolism disorder caused by predominant insulin resistance and relative insulin deficiency.

Patients with this type of diabetes receive the same benefits under the Ordinance, plus:

  • glucometer;
  • test strips (1 strip per day - if the patient is insulin-independent, 3 strips - if dependent);
  • medicines for hypertension;
  • thrombolytic agents in the form of tablets and solutions for injections;
  • free medicines for the treatment of complications (pancreatin, phospholipids);
  • vitamins;
  • diuretics, etc.

How to issue

Pensions are issued in accordance with the relevant rules specified in the Federal Law No. 400 of December 28. 2013 “On insurance ...” and 166-FZ of December 15. 2001 “On the state…”.

What documents are required

Based on paragraph 36 of Government Decree No. 95 of February 20. 2006 “On the procedure ...”, according to the results of the ITU, a disabled person is issued:

  • a certificate confirming the assignment of a disability group;
  • individual rehabilitation program.

It is upon presentation of these documents that a disabled person will be able to apply for the appointment of a EDV, pensions and to receive medicines.

How to get medicine

A prescription for free medicines is issued by an endocrinologist after an appropriate diagnosis has been made. Before the diagnosis is made, tests are carried out, on the basis of which the doctor draws up a schedule for taking medications and their dosage.

A patient can receive free medicines at a state pharmacy strictly in the quantities prescribed in the prescription.

Benefits for children

Benefits for diabetic children:

  • UDV 2590.24 rubles monthly (or a set of social services in case of refusal of UDV);
  • social pension as a disabled child in the amount of 12,082.06 rubles per month;
  • free medical care in the same way as for adults (see above);

Refusal

In case of waiver of the UDV, social services will be provided as defined in Chapter 2 of the Federal Law No. 178 of July 17, 1999 “On the State ...”.
