The former vice-governor of the Chelyabinsk region, the general director of the Ravis company, Andrey Kosilov, has hardly talked to the press in recent years. He recalls how, after one of the interviews, the interest of law enforcement agencies in him sharply increased, checks and arrests of partners began. Today, when the criminal prosecution is over, he agreed to tell the site about his role in the life of the Ravis poultry farm, the reasons for the conflict with the ex-head of the region Mikhail Yurevich, the prospects for participation in the elections to the State Duma, and also gave advice to members of Boris Dubrovsky's team. But the conversation began with memories of the late governor Petr Sumin. More precisely, about the book of memoirs, which was published a couple of months ago.

- Here are collected memories of his relatives, colleagues, those who knew him and wanted to say something, - said Andrey Nikolayevich. - Despite the fact that the circulation was paid for by Ravis, I did not edit the book, I only read the final version. There are deeper memories, there are superficial ones, some resemble self-promotion. But in any case, I had obligations to Pyotr Ivanovich and Olga Ilyinichnaya (wife of the late governor - ed.), and I am glad that I fulfilled them. Peter Ivanovich deserved it. He deserved even more. During the tenure of the former governor (Mikhail Yurevich - ed.), a third-rate street was named after Pyotr Sumin. He himself was generous, naming large objects after Lydia Skoblikova, Pyotr Latyshev, Elena Yelesina. Today on the territory of the Southern Urals much can be named after him. Indeed, in the hearts of millions, he will remain the best, people's governor for a long time to come. In modern history, there is no person who would do more good deeds for the Chelyabinsk region. And it is unlikely that we will be able to meet such people during our lifetime, he was a whole era.

“Voitovich removed the sin from the soul before leaving”

- Do you miss those days??

- Each time has its advantages and disadvantages, what's the point of nostalgia for the past? Today there is some freedom. I am the first head, not the deputy, I do not replace anyone, while when I was vice-governor, I replaced Pyotr Ivanovich for about four years when he fell ill. Cope, of course, but still it was not mine. Now I have full time of my own. I love this feeling. Especially after having to go through very serious trials associated with far-fetched criminal cases.

Have you been cleared of all charges?

— Yes, and for a long time.

- Did you discuss the issue with the new prosecutor of the region Alexander Kondratyev? What is his position on this?

- Didn't discuss it. And what position can he have for me? I'm not the leader of an organized crime group, I'm not a criminal. Even before his arrival, my persecution had ceased. I had a feeling that Alexander Petrovich (Voitovich, former prosecutor of the Chelyabinsk region - ed.) did everything before leaving to remove this sin from the soul. Which is what he said, by the way. He corrected the mistakes, did the part of the work that the new prosecutor could do. I hope I will not have other reasons for visiting the prosecutor's office. Our company is law-abiding, everything we do in the market, in business, in the tax area, we do strictly within the law. I have always said that it is better to play it safe, but do everything correctly. There are too many who want to reach us. All these criminal cases were an attempt to destroy me - politically, morally, physically, economically, to take away the business. Everyone lined up there - from the famous poultry farmer Galeev (Valery Galeev, ex-deputy of the Legislative Assembly, manager of the Bektysh poultry farm - ed.) to the equally famous investor Kolesnikov (Oleg Kolesnikov, State Duma deputy, owner of the Healthy Farm group of companies) - ed.). There were others who wanted to use what was left after the destruction of Kosilov and his team. And where are these businessmen-entrepreneurs-investors now? One is hiding abroad, the other is selling assets. And 5-6 years ago, people reasoned like this: an official became the general director of a poultry farm, but what can he do? I think that the ex-governor Yurevich himself would not mind getting such an asset as Ravis.

Did you offer to sell?

No, that's my guess. First, we are geographically close. Secondly, it is convenient from the point of view of tax legislation. Our entrepreneurs often use this scheme: profit from pasta is minimized due to the pricing of feed at enterprises such as Ravis. Today it is a very attractive asset. When I came here, the poultry farm produced 49 thousand tons of poultry meat and had a turnover of 4 billion rubles. This year, our turnover, together with the collective farms, amounted to 9.5 billion rubles, the volume - 85 thousand tons. Now they like to talk about how I got everything. But in 2000, no one needed this asset. I offered it to Yurevich, Aristov (Alexander Aristov, owner of the Ariant holding - ed.), Babaev flew here by plane (Igor Babaev, founder of the Cherkizovo group of companies - ed.), and everyone came to the conclusion that Ravis has no prospects. I got tired of persuading everyone, and I attracted real investors, my current partners, bankers, including Serbinov (Igor Serbinov, owner of Snezhinsky Bank, former vice-governor - ed.), with the help of which we revived the factory from the ashes . And in 2000, nothing “clucked” here. Many are now indignant, they say, how did the vice-governor have such assets. But if before coming to power, in 1995-1996, I declared incomes of hundreds of thousands of dollars, did I really have to distribute all this during my work in the administration? Show me at least one person who, working in power, became poorer.

- Former governor Mikhail Yurevich also did not refuse Makfa.

I don't want to compare myself to him. At one time I did a lot for his political growth and development, and realized too late that he was an ungrateful person, unable to appreciate this.

“Today I would not create a Food Corporation”

— And what happened to Yurevich? I heard many times from different people that you were friends ...

- We were very close. He even consulted with me before the elections whether to raise his salary at his enterprises or not. I explained that you cannot promise people the common good if you cannot provide your employees with a normal, stable salary. Today he sometimes says that I divorced him from his first wife. In fact, I just gave Oksana money for a lawyer. I believe that we did not divide the peasants with him. The conflicts started after Governor Sumin assigned me to agriculture. Until that time, the peasants ran all year round in search of fuel, seeds, chemical protection, and the savvy businessmen, knowing that they would not be able to sow the fields, gave them money at very high interest rates, and in the fall they took their crops for next to nothing. Then the grain came to such as Yurevich. It's no secret that he was the number one grain processor, and his appetites were growing. At the gates of each of his enterprises - at Makfa, in Gogino - there were grain growers, from whom the same Ilinykh grew up (Vladimir Ilyinykh, former deputy of the Legislative Assembly - ed.). Grain “got” to them 1.5-2 times cheaper than it “entered” later on the processing enterprise.

Why did Yurevich need such intermediaries?

To make billions. They were, after all, controlled by processors. And when Kosilov came and persuaded the peasants to lend affordable fuel and seeds through the Food Corporation, Yurevich and his ilk largely ceased to control the grain market. That's the whole secret. Mikhail Valerievich will never agree with this thesis. But when I took charge, we were ranked 25th-26th in Russia in agriculture, and already in 2005 we reached 7th-8th place, because we stopped the robbery of peasants by grain growers and processors. The Food Corporation did not receive such super profits, but it caused a lot of hatred. Therefore, everyone clapped their hands when the famous criminal case arose. I now understand that it was not only the result of the criminal activities of some of my assistants, but also the result of a political game against me. Yurevich's people knew Mr. Ismailov (Etimad Ismailov, was convicted in the Food Corporation case - ed.) much earlier than Shvadchenko met them (Vladimir Shvadchenko, the former director of the Food Corporation, was convicted - ed.) . No matter how they treat me, everyone who worked during Sumin's time will say that the region helped the villagers develop - we bought equipment, provided loans, and provided a sales market. And today, many collective farmers do not know what to do with their crops. Previously, it was supplied to schools, hospitals at a state-controlled price. Now this is done by merchants who take products from peasants at the lowest price, and sell them to state employees at exorbitant prices.

“Food Corporation” continues to exist. Why does not it work?

She has lost her true functions. I do not want to develop this topic, because it is not interesting to me. I now have a different life, and let those who work answer such questions. By the way, we ourselves ran into a problem. The leaders of the company "Accept", against whom a criminal case has now been opened, "wrung out" a chicken for 80-90 rubles, and she went to kindergartens for 140-150 rubles. Under Kosilov and Sumin, this was impossible! Parents also do not understand why lunch prices are getting higher, but the quality of food is not improving? No one wants to feed all sorts of “Accepts”, “Food Combines” and other structures. Today I would not create a Food Corporation. In my current understanding as a businessman, everything is simpler: in order to feed children in schools and kindergartens, as well as patients in hospitals and nursing homes, you need to use a catering system. On a competitive basis, an order is placed for the manufacture of cutlets, semi-finished products from the leading manufacturers of the region (Ariant, Sitno, Chebarkulskaya Ptitsa, Ravis), but at the same time quality and price are controlled. Everything should be transparent and understandable: a cutlet costs so much, you have to pay so much to cook it. But the mass of swindlers will leave. In our country, every time the government changes, and criminal cases appear. Now a new structure is being created again. And look what is happening in the world! In China, the average height of children increased by 12 centimeters over the past decade because they received a glass of milk. Instead, our milk producers slaughter cows.

“I've been hearing about this for a few years now.

- I recently wrote a letter to Vladimir Chapaikin, director of the First Dairy Plant, saying that today the average price of milk on the market is 45-48 rubles, the cost of milk is in the range of 20-21 rubles, and they buy it from producers for 18-19 rubles. Everyone knows that the business of milk processors is very profitable. Their profits are estimated in billions of rubles. But where is the consideration of the interests of the peasants? When Yurevich was in charge of the region, half of the livestock was slaughtered. One of the few companies that has not carved a single head is Ravis. Because I believe everything will change. Today, the Minister of Agriculture of the Russian Federation Alexander Tkachev says that Russia lacks 8 million tons of raw milk. As a result, instead of drinking quality milk, we drink a combination of powdered milk, palm oil and other poisons. I am constantly waving at the topic of my own processing. Of the 50 tons of milk we produce, only 10 are sold directly to people. But if processors still don't hear us, we will go to the market and start feeding people with quality products from natural milk that we make ourselves. And the money they take from us, we will leave for the development of our own economy.


“Maybe we shouldn’t wait any longer, but come in?”

- It is not simple. I've been discussing this topic for over a year now. The minimum investment in a good dairy plant is 400-500 million rubles. This is a lot of money, and the project is not doomed to commercial success. If I were an investor who does not have a collective farm, I would quickly earn on the difference between the price of the finished pullet and the purchase price. This is how the current processors earn, but I will be forced to give the profit to the development of my collective farms. Therefore, it was necessary to first put in order the key business, which is poultry farming, and we succeeded. We occupy one fifth of the market in the Chelyabinsk region in terms of production volume - this is less than that of Sitno and Healthy Farm, a little more than Chebarkulskaya Ptitsa. But if you look at the financial results, then the profit of "Ravis" is greater than the rest of the poultry companies combined. Technologically, we are the best not only in the Greater Urals, but also in Russia. Today I feel like a real director of the enterprise. And five years ago I was just studying.

"I'm not afraid of either Yurevich or Hartung"

Do you want to move to the next level? To convey your ideas from the rostrum of the State Duma, for example?

- They can be delivered in any capacity. Today I am a member of the Russian Poultry Union, I was included in the working group, which was created by order of President Vladimir Putin to develop the ideology of selection and genetic centers in poultry farming. I think that without pressure and persecution from Yurevich's team, I will not have problems with self-realization. Today they hear me. By the way, we recently became investors in the Sverdlovsk region, having bought the debts of the Sredneuralskaya Poultry Farm - the geography is expanding. By the way, the neighbors have already given a positive assessment of our work: in two months, the poultry farm increased production by 30%, we achieved a record 60 grams of average daily weight gain, and received excellent results in terms of conversion. Neither this enterprise, nor another well-known in the Sverdlovsk region ("Reftinskaya poultry farm") could boast of such a thing.

— Tell us about the parameters of this asset.

- Now the poultry farm produces 1000 tons of poultry meat per month, 12 thousand tons per year. We want to bring it to 20 thousand tons. Thus, having implemented the minimum investment program, "Ravis" falls into the top twenty poultry farmers in Russia, producing over 100 thousand tons per year, our volumes will increase by a quarter. We have good market development prospects in the Sverdlovsk Region, it is a solvent region. In the Chelyabinsk region, we have already proved that we have the best value for money. Now we are gaining the trust of buyers in the Sverdlovsk region.

- "Sredneuralskaya Poultry Farm" will now work under the brand name "Ravisa"?

- Not. When we conducted market research in the Sverdlovsk region 1.5-2 years ago, we saw a paradoxical fact - the factory did not work properly for several years, and the brand was the second most recognizable. That's the power of customer loyalty! We will develop it. This is what I'm really interested in. When my colleagues and I discuss the topic of possible choices, I say that there are two types of energy: creation and destruction. Working for Ravis, I can spend 99% of my time creating. Even overcoming resistance, outright dumping. And what changes for the better in my life the deputy mandate? Nothing! First, who will continue to deal with "Ravis"? I spent five years of my life to get the company back on its feet, but for now it is managed manually. In five years, we have reduced losses in production by five times. Everyone who comes to us is surprised how the employees of "Ravis" are involved in increasing efficiency, putting things in order, how our specialists can count money. The income of Ravis employees is higher than in the entire industry. At the Sredneuralskaya Poultry Farm, the income of employees is slightly lower, but labor productivity is four times less. Of course, we are not going to wave the saber right away, but we agreed that we will introduce a system of motivation and interest. For the first months we will pay extra to the salary that we had, but we cannot endlessly develop the social security system. There must be a plan to increase labor productivity, like in the head factory. Otherwise, it will turn out that we have to take money from those who work well and give it to those who do not. People are not to blame for the fact that a system of such communism was created for them - regardless of whether they work or not, whether they sell products or not, whether they steal or not, they still get paid a more or less decent salary. This not normal. The reverse side of the process is not just a decrease in production, but also the ruin of the factory, bankruptcy. What happened.

- Surely there were other reasons for bankruptcy?

- Of course. Before our arrival, a significant part of the production was sold at dumping prices, the factory was plundered. For example, some very useful parts, chicken legs, unsubscribed to minced meat. Its cost was twice as high, which led to the unprofitability of sausages and sausages. But in fact, these legs did not fall into minced meat. As a result, in November last year, a group of people were detained at the checkpoint, who were taking out these legs to sell outside the gate. A criminal case was initiated.

Let's get back to the topic of elections. Your possible participation in the Duma campaign is constantly being discussed in political circles.

- I recently ordered sociology in two districts - according to where Hartung will go, and where Yurevich is nominated. So in the case of my nomination, neither one nor the other has a chance of an easy victory. For example, in the Chelyabinsk constituency, Yurevich has 41% (and the highest anti-rating, over 30%), Kosilov has 27%, and Kretov has 15%. At the same time, it should be taken into account that Kretov is my electorate. And I have not even declared my desire to go to the polls. Here's an easy win for you. The same for the district of Hartung. With all due respect to Valery Karlovich, he has been sitting in the deputies for so long that people have accumulated many questions for him - what does he do in the Duma? It often happens here that a person promises during the election period, and then says that he cannot change anything, because he is in the minority ... Maybe it’s better to choose a person who is able to change lives, to consolidate people? But I have no motives to compete with Hartung, which I told him about when they tried to pit us in the media. The sociology I received pleased me, although it does not oblige me to anything. Sometimes I look at how primitively people measure everything. For example, after meeting with Aristov, Yurevich and his partner Belousov (Vadim Belousov, State Duma deputy - ed.) could not think of anything better than to say that Aristov drank a lot. Apparently, they themselves drank tea at that time.

- Aristov himself stated through his PR service that the accident he got into was connected with negotiations with Yurevich.

- Definitely connected. I am far from thinking that the man in the Zhiguli "flew" from Yurevich or that he himself was driving and jumped out at the last moment. But when conflict situations arise, a negative aura is created around the participants, which attracts negative energy. Conflicts of such intensity create the prerequisites for emergency situations. That's why I don't want to run for parliament. It is quite obvious to me that Yurevich needs a mandate only for the sake of inviolability and the opportunity to evade responsibility. He was a mayor, a governor, a deputy - many times. And what did he change? Did you propose some interesting laws, some kind of turn towards people? Name whom Yurevich helped: sick children, old people, at least one restored church? Not taken from the organ hall, but actually restored. They are not here. Another example. Today, a lot of forces are thrown on excursions to his enterprises. And how much do people who go on excursions overpay for the increase in the price of bread that they carried out the day before?

- Prices have been raised by all manufacturers, not only him.

Do you think he was doomed to this? It was possible to look for reserves so as not to increase. First, he raises the price of bread, and then conducts excursions with this money. But he certainly does not tell them how much his production has decreased, how sales have worsened, how many people he has fired. And Yurevich, when he was governor, canceled the regional law on veterans, only for this he should be "rolled on a sledge." I have a question: what should I do next to such people? On the Ravis, I can create, but here is the energy of destruction.

- Then why did you order sociology? So, did you consider the possibility of promotion?

- Didn't consider it. I just now have an argument for people who say that Kosilov was afraid of Yurevich and did not go. I'm not afraid of him or Hartung. But as a pragmatic and realistic person, I try to choose for myself a model of behavior that makes my life more meaningful, meaningful and useful.

“Dubrovsky’s team lacks the desire to fight back”

- And if you were invited to the regional government, would you go?

- Where is this, for example?

For example, in politics. Now in the region the situation with the curators of the elections is not entirely clear.

- Everything is clear there. Management is carried out in manual mode, and this is correct. An attempt by Boris Aleksandrovich (Dubrovsky, governor of the Chelyabinsk region - ed.) to combine a hedgehog and a snake - that is, to leave the specialists of the old team and bring in other people - did not show any effectiveness. The people who left today, press secretaries and others, were effective under Yurevich, when there was a vertical in the person of Oleg Grachev, Vadim Evdokimov and Nikolai Sandakov. Lately, they couldn't even form an agenda properly. Everything became primitive: the governor came, the governor left, the governor said ... With the same snow removal as it turns out. Nobody wants to explain the truth to people, but it is simple: Yurevich ruined the street cleaning system. He first destroyed an enterprise that had been doing this for 10 years, deprived them of contracts, and handed them over to pocket firms. Equipment was sold out. Who controlled Yuzhuralavtoban for almost five years? Yurevich and Belousov. As soon as the road revolution began, they “squeezed” this business from Magnitka and brought it to the city. What can be "Yurevich, come back, we are waiting for you"? It's all written in the same hand that wrote during the election period: "Yurevich is working, the city is in order." It seems that someone like Ufimtsev (Alexander Ufimtsev, former vice-governor - ed.) is doing this in his spare time.


“But PR alone will not improve the situation with road cleaning. People want to see clean streets.

- That's another question. People involved in road cleaning should have an understanding that it is impossible to use such methods as today. Now all the snow is loaded with bucket loaders. Previously, a grader passed, raked snow with a roller, followed by a special snow loader, or a rotary one, which loaded it into cars. Cleaning was two to three times faster. The performance of hundreds of machines that are reported today is simply nothing. No technique, no technology, no scheme. Why are the highways of federal significance cleaned with high quality? There are other conditions (there are no problems with parked cars) and more productive snowplows. See what powerful rotors are involved in cleaning the airport. Why can't some of the snow be removed with them? At least the central streets, where are the big lawns? Why those endless tractors with brushes? The first snow should be cleared by tractors with high-speed blades ... We need a person who will competently approach the issue. And I recently told one of the leaders: “You all care about people, clean at night. And take out all the equipment during the day, at least on weekends. Let the city sit in traffic jams for a couple of days. But no one will say that the streets are not being cleaned.” Objectively, no one gives a damn that there was no precipitation for three months, and all the snow fell in a heap.

- What, in your opinion, needs to be changed in the coverage of the governor's activities?

- Competently create an information agenda. Many topics are left out. After all, it was Dubrovsky who “finished” the topic, and Kolesnikov finally relieved the region of his active participation in poultry farming. The structure went to Binbank. People gave money for food, to pay salaries. Have you ever seen a word about it in the media? They wrote that at the Kunashak site, someone was not paid money upon dismissal. And no one said that investors gave 300-500 million. Because many of those who portray those who are especially close to the governor do not give a damn. It was impossible to imagine such a thing in Sumin's team. There was a team of people involved in the process, when we perceived everything that worked out as a common victory, and what did not work out as a common defeat. By the way, I transferred these theses to work on the Ravis. I have no clarification of relations between specialists. I'm not looking for the extreme, I don't force you to slander, I don't play off. Dubrovsky, it seems to me, is psychologically very similar to Sumin. Only he has one minus - he did not go through the school of the party and the Komsomol. These institutions teach authorities to act according to how it is perceived by people, and not just by superiors. Today, there are too few people who can openly rush to defend the governor.

- Today, it seems to me, Evgeny Teftelev is trying to play this role.

- Zhenya is a very good person, but too soft and compromising for a leader in power. And here you still need to “bite”. I would add fighting qualities and a desire to fight back to everyone who considers themselves members of the Dubrovsky team. We've never had any problems with this.

Advertising as a means of rehabilitation

- You said that under Yurevich, your enterprise did not receive support from the region. And now the authorities help?

- Under Yurevich, I will say more, we had to turn to the prosecutor's office, because the company with him at the head was illegally withholding subsidies from the federal budget that were due to us. Other manufacturers were afraid to apply somewhere, but we have nothing to be afraid of. Thanks to our appeal, more than 100 enterprises, including Ravis, received money from the state. Now the region does not interfere, although approaches to assistance have not changed. Last year, it was announced that they would help those who bought combine harvesters. We were the first to buy them, only everyone received subsidies from the regional budget, but we did not. But we are pleased that unfounded attempts to initiate criminal cases have stopped, that funds from the federal budget are brought to us on time.

- Truth. It all started a year before the first video was released, when we, in a difficult economic situation, decided to raise prices for finished products by 5-7 rubles. As a result, they lost 20% of the market. They frantically analyzed for several months, and in the end, a year before the sanctions, they came to the conclusion that they had done wrong. You can not solve your problems by increasing the cost of production. If you want to earn money, you need to release some new products with higher profitability. We returned the old prices and apologized to the buyers, we did it within the network, which then had less than 100 stores (now 250, we will open at least 150 more). And already in the first month we felt that people reacted positively. When the situation with rising prices arose, and my colleagues decided to win back their problems in this way, I had a clear understanding that this was the wrong way. Moreover, by that time we had significantly reduced losses, figured out the cost of raw materials and were ready for the “Stop Prices” campaign.

- Still, due to what manages to keep prices?

— We took the technology of direct sales as a basis. The prices in our stores are lower than in the networks, because they charge VAT and make a trade margin. And we do not charge VAT in our stores, which are located inside the structure of the factory, and our margin is 25-27% instead of 50%. We spend this money on equipment, transport. Our expenses are small - all the shops are rented, we spend only on decoration and the most necessary things. At the same time, it is more profitable for us to supply chicken to branded stores than in the network. The technology works because people's incomes are falling and they are looking for where they can eat cheaper, but with dignity. Our minced poultry meat is cheaper than our competitors' soy minced meat, but it tastes natural. By the way, the networks for our products have the highest markup, and, I think, there is no need to explain why. We can compete on product quality. Now many people are talking about marketing, the role of packaging. And I read that in our carcass there is 1.5 times more protein, everything is in order with fat. Our "combat" carcass weighs 1.3-1.7 kilograms. Because our chickens receive 600 tons of sunflower oil per month, 8 thousand tons of wheat from our fields. They do not get sick, they do not contain antibiotics that destroy the bird's intestinal microflora.

— How did the company react to the idea of ​​not raising prices?

- At first, almost no one agreed with me. But in the end it became clear that when you pass through yourself, you cook as if for yourself, and all employees begin to be proud of the fact that they work at Ravis, a good energy effect is obtained. This coincided with the time when I myself needed political rehabilitation, it was necessary to refresh the Ravisa brand. I started doing commercials myself. This is a big responsibility, I understand that if something goes wrong, Andrey Nikolayevich will be to blame. Complaints happen, but gratitude comes much more. The other day, a woman sent a letter in which she said that she was raising two children alone, receiving eight thousand rubles. He does not ask for anything, but says thank you. And I wrote a recipe for a festive chicken. Letters like this make me very happy.

In the Chelyabinsk region, almost simultaneously, three assassination attempts were made on major entrepreneurs involved in political activities. On Thursday evening, Mikhail Lezhnev, general director of the Ravis company, a candidate for the State Duma from the Our Home is Russia bloc, was shot dead on the threshold of his house. On the same day, as a result of attacks by criminals, the chairman of the board of directors of the check investment fund "Atlant" Andrey Kosilov and the director of the publishing house "Russian House" Yaroslav Izvaltsev, who finance the election campaign of a candidate for State Duma deputies from the Congress of Russian Communities, Lezhnev's main competitor in the Kyshtym single-member constituency of Petr Sumin. According to representatives of law enforcement agencies, the motives for the assassination attempts on Lezhnev, Kosilov and Izvaltsev are most likely related to the entrepreneurial activities of the victims. However, the headquarters of the "Our Home - Russia" bloc regarded Lezhnev's murder as "a well-thought-out political act." General Director of JSC "Ravis" (former Sosnovskaya poultry farm) Mikhail Lezhnev was killed on Thursday at about 10 pm on the threshold of his house, in the Sosnovsky district of the Chelyabinsk region. Lezhnev was shot from a cottage under construction, located 50 meters from his house. The shot was fired from a rifled weapon. The entrepreneur was killed with one bullet to the head. Such accuracy, detectives believe, especially at night, indicates that the killer is a professional shooter. Since no one heard the shot (it is possible that the offender used a weapon with a silencer), Lezhnev's body was found by his relatives only on Friday morning.

According to the employees of the regional police department, this murder is custom-made and is most likely connected with Lezhnev's business activities. According to policemen, recently the general director of JSC "Ravis" had a serious conflict with local criminal groups that tried to impose tribute on him. Mikhail Lezhnev reported this to both the leadership of the Internal Affairs Directorate and the administration of the Chelyabinsk region.

In particular, as Kommersant correspondents learned, on December 4, Mikhail Lezhnev sent a letter to the head of the regional administration, Vadim Solovyov. He wrote that his poultry farm has expanded the market for its products, and now sells only in Chelyabinsk, but also in the regional cities of Asha, Fim, Satka, Zlotoust, Yuryuzan, Knyazhepetrovsk and Kyshtym. In these cities, bandits made several attacks on merchants and extorted money from them. According to some information, the racketeers demanded tribute in the amount of 200 thousand rubles daily from each outlet. So, for example, on the night of February 1-2 this year in the city of Asha, extortionists punctured 23 tires of KamAZ vehicles belonging to a poultry farm because its employees refused to pay them money. "Criminals are ready to take tough criminal measures," Lezhnev said and asked the regional administration to provide protection for his firm's representatives. Copies of the letter were also sent to the local police department.

Representatives of the Chelyabinsk branch of the Our Home is Russia bloc said that the police did not respond in time to Lezhnev's information about his conflict with criminal structures. However, representatives of the bloc said that the murder of Mikhail Lezhnev is most likely of a political nature. On the same day that Lezhnev was killed, business partners of his electoral rival became victims of criminal attacks. Almost simultaneously, attempts were made on the chairman of the board of directors of the check investment fund "Atlant" Andrei Kosilov and on the director of the publishing house "Russian House" Yaroslav Izvaltsev, participating in the financing of the election campaign of Pyotr Sumin.

Andrei Kosilov was fired at by an unknown person from a pistol near his house in Chelyabinsk. Wounded by four bullets, the businessman is now in serious condition in the hospital. By the way, during the last elections to the Supreme Soviet of the USSR, Andrei Kosilov was a confidant of Mikhail Lezhnev. In Magnitogorsk, Yaroslav Izvaltsev was fired from a pistol. The publisher received several wounds (he was shot in the liver and kidneys) and is now in intensive care.

In all three cases, the perpetrators have not yet been apprehended. To help in their search, specialists from the Ministry of Internal Affairs and the FSB flew from Moscow to Chelyabinsk. Now, despite the fact that representatives of law enforcement agencies say that the murders of Lezhnev and the assassination attempts on Kosilov and Izvaltsev are not connected, a single headquarters has been created in the Internal Affairs Directorate of the Chelyabinsk Region to investigate these crimes.

Ryabchenko "have personal friendly relations." Everything would be fine, only A. Ryabchenko is in charge of this criminal case, and A. Kosilov is quite drawn to the role of the main suspect.

“In March 2006, the Chelyabinsk State Unitary Enterprise Food Corporation received the exclusive right to work with rural enterprises in the region for the supply of fuels and lubricants in the amount of 170 million rubles. As it later turned out, the State Unitary Enterprise Food Corporation signed a contract with a one-day company for the supply of fuel and lubricants to agricultural enterprises in the region. The money was most likely cashed out and stolen.

From May to June 2006, dozens of farms went through bankruptcy proceedings. At the same time, it is known that the directors of these enterprises were forced to sign for the supposedly supplied fuel. The documents even featured fictitious numbers of tanks. The proposals to sign for fictitious fuel, which were received by fax by the directors of agricultural enterprises, were signed by one of the leaders of the State Unitary Enterprise "Food Corporation" Vladimir Shvadchenko, who is directly subordinate to the First Deputy Governor of the Chelyabinsk Region Andrey Nikolaevich Kosilov.

The damage caused in the amount of 170 million was covered by the budget money of the Chelyabinsk region. A criminal case on that fact was opened in August 2006. The application, signed by the First Deputy Governor of the Chelyabinsk Region Andrey Kosilov, was received by the Office of the Federal Security Service of the Russian Federation for the Chelyabinsk Region. And it is this structure that initiates a criminal case on the fact of material damage, while the fight against economic crimes falls within the competence of the Ministry of Internal Affairs.

There is a fear that the crime will not be solved properly, since, according to available information, this criminal case is supervised by A. N. Ryabchenko, deputy head of the FSB department for the Chelyabinsk region, a person with whom Kosilov has personal friendly relations ... "

Why suddenly such a high level? A State Duma deputy, and not at all an “ordinary” one, writes to the Prosecutor General. And it's, at first glance, it's about "little things." What is the loss of 170 million rubles allocated for fuel and lubricants in our country? Yes, local history.

But not everything is so simple. Look what really happened. Yes, 170 million rubles have evaporated: the money was transferred, but fuel and lubricants were not delivered. We will not bore you with a huge list of office names that appear in this scheme. Let's dwell on one - State Unitary Enterprise Food Corporation. And the key here is not the name, but the abbreviation - SUE: state unitary enterprise. This means: no matter what this office has done, the state must answer for the bills. In this case, the administration of the Chelyabinsk region was responsible for the activities of this SUE (by the way, it eventually responded to the accounts in full).

That is why the "usual" scheme for exchanging real money for fictitious fuels and lubricants looks out of the ordinary. More precisely, just blatant arrogance. After all, it was not 1996 in the yard, when such things happened all the time, but 2007. Today, not a single official, even one who is corrupt from hat to socks, would ever think of substituting “his” state unitary enterprise for a fictitious contract. This was before, when payments “for objective reasons” were not received for years, such cases could be “forgotten”, they could not reach the hands, etc. Now the fact of fraud became known instantly.

That is, the conclusion suggests itself: someone specifically framed the administration of the Chelyabinsk region.

The further development of events, too, if you look closely, is not so “trivial”. Unprofitable agricultural enterprises are liquidated in the region. Suddenly, the heads of these “ghosts” receive faxes, on which the directors are forced to sign: as if they had received the same fuel and lubricants at one time. Can you imagine the director of an enterprise, even if it is in the process of being liquidated, who would “wave” such a piece of paper? That is, in fact, let himself and his accountant under the article? No, it's not just a call here. Here such a call was needed, which for this director meant - this is an order for you "from the very regional top." Call, as they say, with guarantees.

But then something happens that no longer climbs into any gate. First Deputy Governor A. Kosilov writes a statement to the FSB, after which a criminal case is initiated and the administration of the region begins to literally shake. Again, at first glance, he did the right thing as a citizen - he discovered a glaring fact and immediately brought it to the attention of the competent authorities. But why was A. Kosilov so sure that he himself would not be "under attack"? After all, it was he who supervised the GUP.

Because he knew, - considers Franz Klintsevich, a member of the United Russia faction, - He knew that it would not be him who would be “shaken”. And, for example, an official who was directly responsible for agriculture. And other deputies of the governor. From the very beginning he was sure that he would come out dry from the water. The rest won't come out.

If so, then we have an amazing, new Russian corrupt know-how. No need to hide and come up with ingenious schemes, but to act ahead, without looking back. And then be the first to shout: “Stolen!”, step aside. And the sword of justice will begin to chop off the heads of those who are nearby. Especially if this sword is in the hands of a person with whom “personal friendly ties” are connected, Mr. Klintsevich believes.

By a strange coincidence, a series of scandals and criminal cases turned out to be aimed at the entire inner circle of the governor, at the so-called "Sumin team." And the scam with Food Corporation became the culmination of this company in its discrediting. There is only one nuance.

If P. Sumin leaves, it is A. Kosilov who will act as governor. Most likely at least a year. After that, heading the list of candidates for approval for the post of governor is, as the bureaucrats say, already a technical task. If the investigation of the Food Corporation case proceeds in the same vein and with the same forces as now, then A. Kosilov will turn from a suspect into an "irreconcilable fighter against corruption" who has stirred up a "hornet's nest." And he will ride into the governor's chair on a white horse.

It would seem that here it is, the answer to the question, "who benefits from it." But here, too, not everything is so simple. In addition to the deputy head of the FSB, as in any provincial city, A. Kosilov in Chelyabinsk still has many friends who hold high positions. Without their knowledge, such cases as a large-scale campaign to discredit the leadership of the region would simply not be possible. Why do they need it?

Isn't it tempting to have a person in the post of governor, for whom compromising evidence is already prepared in advance? After all, if the new governor suddenly does not want to continue to maintain “personal friendly relations” with them, then, say, “new” facts may be revealed in case No. 540368 at any moment, - deputy Klintsevich sums up.

It is strange, but sometimes in deputy requests, as in the request of F. Klintsevich, much more than it seems at first, is written between the lines. To the uninitiated, this may still seem like conjecture. But it makes no sense for officials of such a level as the Prosecutor General to pretend that they do not see the “undercover” meaning of what is happening.

Andrey Kosilov wants to put on hold the case of embezzlement of 170 million rubles.


The wave of arrests of Russian mayors that has swept across the country not only became an occasion for wide discussion in the media, but also provoked a response from politicians and regional officials who are still active. In particular, in early March, the first vice-governor of the Chelyabinsk region Andrey Kosilov (on the picture) shared his opinion with journalists on this matter and said that “for the mayors of other cities, this should be a signal” and “tightening control by the state shows that everyone is equal before the law, that “exceeding” official powers is a dangerous event.” The vice-governor was quite harsh in his assessments. In his own words, such criminal cases are a demonstrative practice, so "the smart one draws conclusions, but the fool continues to steal."

It seems that really smart people work in the government of the Chelyabinsk region who know how to draw conclusions: no fools have yet been found in the sensational case of the embezzlement of 170 million rubles by the State Unitary Enterprise Food Corporation.

At the same time, everything looks obvious from the outside. In January 2006, the general director of the regional state unitary enterprise "Food Corporation", which is engaged in the purchase of fuels and lubricants, grain, etc., and also distributes funds between farms, Vladimir Shvadchenko entered into an agreement for the supply of fuels and lubricants for Chelyabinsk agricultural enterprises with a certain Moscow firm "Interstroy". Although the contract was signed by fax, the budget money - 170 million rubles - was transferred promptly, as it should be, on condition of 100% advance payment. True, as a result, the money disappeared, and the farms did not receive fuel and lubricants, because. The company was a one day business.

On the fact of fraud, the FSB of the Chelyabinsk region opened a criminal case. It was quite logical to bring the general director of the enterprise to responsibility, but by this time Shvadchenko was fired and sent to "knock out" debts. Perhaps the higher authorities considered the director a bad business executive and therefore removed him from his post. On the other hand, it is unlikely that such a post would be held by a non-professional. Most likely, Shvadchenko suffered "for a common cause" - State Unitary Enterprise "Food Corporation", in fact, is the brainchild of Vice Governor Andrei Kosilov, who is responsible for social programs and agriculture in the region. At one time, the State Unitary Enterprise was headed by the current Minister of Agriculture of the region and Kosilov's subordinate Ivan Feklin, who also did not ignore the work of the Food Corporation.

The investigation could not help but have questions about why Shvadchenko independently decided to conclude an agreement with an unknown company for such a large amount and on such conditions. And in general, how could 170 million budget rubles be withdrawn from the account of the region without the appropriate official orders from the regional financial authorities. It is unlikely that Minister Feklin and Vice-Governor Kosilov trusted their subordinate so much. The amount of the transaction is also alarming.

Recently, the Chelyabinsk Ministry of Agriculture reported that in 2006 the region's farms received 97 million rubles from the federal and 20 million from the regional budget as compensation for fuel purchases. In addition, according to assurances from regional officials, additional compensation for last year's fuel costs in the amount of 196.6 million from the federal budget should follow in the near future. It follows from this that 170 million or most of them were taken from the state treasury.

It remains to be hoped that the investigation will still try to find the perpetrators. Perhaps their search will be helped by the fact that last summer in the Chelyabinsk region, in an inexplicable rush, 200 peasant farms went through an accelerated bankruptcy procedure. At the same time, a number of their leaders admitted that they signed papers on the receipt of fuel, which it was not clear for what it supplied to the already virtually non-existent enterprises of the Food Corporation. One of the explanations for such an illogical act of the SUE management may be the desire to write off their debts to bankrupt farms, i.e. those same 170 million rubles.

State Duma deputy Franz Klintsevich, deputy head of the United Russia faction, told Prosecutor General of Russia Yury Chaika about all this. The deputy expressed his concern that “the crime will not be disclosed properly, because this case is supervised by A.N. Ryabchenko, Deputy Head of the Federal Security Service for the Chelyabinsk Region, a person with whom Kosilov has personal friendly relations.

It turns out that deputy Klintsevich has information that indicates that the first vice-governor of the region wants to put a stop to the case of embezzlement of 170 million. This is possible only if we assume that the official himself is involved in fraud.

Returning to Kosilov's statement that "everyone is equal before the law", and to his reasoning about "smart" and "fools", we can recall another phrase of a Chelyabinsk official addressed to journalists who were interested in the position of the vice-governor in the "case of 170 million": "No smart person would steal money from the state in such a primitive way."

At the same time, back in 2001, the Chamber of Control and Accounts of the Chelyabinsk Region found in the activities of the Food Corporation facts of misuse of budget funds, including misuse of fuel and lubricants. Maybe it's not about fools and wise men, but about who is behind them?

In the Southern Urals, the investigation of a criminal case on fraud in the bankruptcy of the Etkulsky breeding poultry plant, involving former First Vice Governor of the Chelyabinsk Region Andrey Kosilov and two of his associates - Sergey Sergeev and Vladimir Korchagin, has been completed. According to investigators, they caused damage to the owners of the enterprise in the amount of 213 million rubles. According to Znak.com, the prosecutor of the region Alexander Voytovich, the indictment in the criminal case has been approved, copies of it are being handed over to the three defendants and their defense lawyers. A criminal case on fraud in the bankruptcy of the Etkulsky breeding farm was initiated in February 2012 under Part 4 of Article 159 of the Criminal Code of the Russian Federation (“Fraud on an especially large scale”). The events that formed the basis of the criminal case took place in the first half of the 2000s, but became public knowledge in 2011. Then Valentina Kuznetsova, the former chief accountant of the Etkulsky Breeding Poultry Plant LLC, turned to law enforcement agencies and the media. She said that she had been trying to achieve justice in various departments for a long time, but administrative resources were working against her. And only when the power in the region changed, she had the opportunity to tell the story of the bankruptcy of a once successful enterprise.

“Our breeding plant was built in 1978-1983,” Vecherniy Chelyabinsk newspaper quoted Valentina Kuznetsova on April 6, 2011. - In 1996, the labor collective of the enterprise privatized the breeding farm and registered an LLC with a number of participants 433. In 1997, the illegal deprivatization of the Etkulsky PPZ LLC was carried out, without the knowledge of its participants it was transformed into a state processing plant, and then into a federal state institution. In 2003, by decision of the arbitration court, the deprivatization was canceled, but instead of restoring the company, established in 1996, the eponymous OOO PPZ Etkulsky, established in 2003, appears with 143 participants. 50.26% in its authorized capital belonged to a certain V.P. Korchagin.

Who was this Korchagin, according to the former chief accountant, no one knew - he was not a member of the society and did not work at the enterprise. The 290 participants in the 1996 LLC, who were not among the new shareholders, did not sell their shares to Korchagin, did not give them away, and did not alienate them in any form. Therefore, the shareholders went to court and proved that the changes made to the company's charter were illegal. “However, a new blow soon followed - in November 2003, Korchagin filed a lawsuit with the arbitration court to declare PPZ Etkulsky LLC bankrupt and with a request to appoint Sergeyev S.M. as an external manager. And the court satisfies this statement, - Vecherka reports with reference to Kuznetsova. - On December 25, 2003, a raider group entered the plant. Korchagin and his deputy forced the members of the society, under the threat of dismissal, to sell their property shares to the man of vice-governors Kosilov and Serbinov. The auction at which the Ravis company (owned by Andrey Kosilov) bought the Etkulsky breeding farm took place in July 2005. The deal amounted to 120 million rubles, despite the fact that, according to Valentina Kuznetsova, the real cost of the enterprise was about 2 billion rubles. However, during the investigation of the criminal case, the investigation came to the conclusion that Kosilov's holding did not pay about 213 million rubles at the auction. However, Kuznetsova could no longer dispute these figures - some time after her appearance in the media, she died. In the circumstances of her death, some media journalists immediately began to look for strange circumstances.

The first charge was brought against the director for agrarian property and land relations of "Ravis" Sergei Sergeev, who worked at the breeding farm "Etkulsky" as an external manager. In April 2013, Sergeev was arrested, but did not spend even a month behind bars. The court agreed to release him from custody on bail of 5 million rubles.

At the end of last year, Andrei Kosilov also became a defendant in the criminal case. For a long time, no one gave official information about this, in various media reports about the criminal prosecution of a former high-ranking official took place with references to their own sources. The last accusation was brought against the ex-director of the stud farm Vladimir Korchagin. Both Kosilov and Korchagin are under house arrest.

Meanwhile, the former first vice-governor Andrei Kosilov himself considers the emergence of this criminal case an attempt to harm his business by the team of the current head of the region, Mikhail Yurevich.

“This case was fabricated by order of the governor's team,” Andrey Kosilov told Znak.com. - At first, Ovakimyan (Alexey Ovakimyan - former vice-governor, ed.), now he is being moved by Mr. Buinovsky (Sergey Buinovsky - former lawyer, now deputy governor, ed.), for which he received the post of vice-governor. At the same time, it is not taken into account that there are no victims or damage in the case. No one, for example, can explain how the million rubles that Kuznetsova spent on buying shares, hiding behind sham gift deals (this is stated in the testimony of several hundred witnesses who sold her shares for a penny), first turned into 400 million rubles of damage (about this was stated by the prosecutor's office), and then they suddenly "shrank" to 200 million. Kuznetsova bought the company's shares under fictitious agreements and began to present herself as a victim. And at the same time, she stated everywhere that she owns only 1.57% of the shares, and she took the rest to protect the interests of ordinary shareholders.

According to Andrei Kosilov, after the death of the former chief accountant, her husband and youngest son first became her heirs, then her son Dmitry, who had not worked at the stud farm for a day, became the main heir. “There is not a single document - neither a court decision, nor a notarial deed certifying his rights to inheritance, and, in fact, his mother’s rights to a package of more than 50%,” Kosilov assures. - Yes, and during her lifetime, Kuznetsova was recognized as a victim only for that insignificant package, which she became the owner of during the privatization period. We can assume that the unexpected death of Valentina Ivanovna simply unleashed the hands of former lawyers, now officials, who had previously been seen in more than one case on the redistribution of property, for fantasy and creativity. And they decided through Kuznetsov to claim damages 200 times the amount Kuznetsova spent on buying shares.

The former lieutenant governor assures that during the investigation, he and two other defendants are illegally restricted from familiarizing themselves with this case, which occupies 120 volumes. In July and August, our company worked with a profit. Moreover, we do not receive assistance from the region, unlike our competitors, who are doing worse. By the way, you know that our main competitor Kolesnikov (Oleg Kolesnikov, owner of CJSC Uralbroiler, ed.) is a witness for the prosecution. He claims that I forbade him to participate in the auction for the purchase of Etkulsky. But this is complete nonsense. Apparently, as a result of my constant “prohibitions” under Petr Sumin, “Argayash” has grown to a company producing 60 thousand tons of poultry meat, and over the past 3 years, in reality, with all the talk and huge state guarantees (almost 7 billion rubles), it has not been able to sell on full capacity of none of their projects. There is almost no increase in poultry and pork meat. Over the same three years, we increased production volumes by one and a half times and, in fact, are the largest agricultural holding in the Ural Federal District.”

Andrei Kosilovi does not rule out that all this hype is being started in order to take Ravis away from the current shareholders. “I'm not afraid of losing business, I'm afraid of losing people's trust,” says the former official. - More than 5 thousand people work for us. And I am convinced that our president will hear the voice of the poultry farmers and grain growers of Ravis, just as he heard the voice of the metallurgists of Chelyabinsk. Stop mocking the team, people who every day, despite the problems and difficulties, produce hundreds of tons of high-quality meat, milk, potatoes, vegetables and feed not only the Chelyabinsk region, but also dozens of other regions of Russia.”
