The Transport Council of Yekaterinburg today agreed on a “four-leaf clover” scheme for the construction of an interchange connecting the Yekaterinburg Ring Road (EKAD) and the Chelyabinsk Trakt. During the meeting, it turned out that the site, located on the territory of one of the “lists” (turns), is leased from the Ventor company, which planned to build an outlet on it for 4 billion rubles. The authorities of Yekaterinburg intend to withdraw the site with payment of compensation, but the tenant does not yet agree to the proposed conditions.


At a meeting of the Transport Council of Yekaterinburg, two options were proposed for the construction of a "clover" interchange on the territory of the M5 Ural highway at the junction of the Yekaterinburg Ring Road (EKAD) and the Chelyabinsk tract. The designer in both cases was the Uraldortekhnologii company.

According to the first option, by 2020 a “four-leaf clover” interchange will appear on a site with a total area of ​​51.5 hectares. The second variant of the interchange involves the construction of a "three leaf" interchange. The fact is that the territory that can be occupied by the fourth "leaf" has been leased to NSK-Development (a subsidiary of Ventor LLC) since 2010 for the construction of a multifunctional shopping center. Dmitry Bakhirev, director of Uraldortekhnologii, advised the transport council to agree on the option of building a four-leaf road. “The construction of both options will cost 2.5 billion rubles, the length of the ramps will be 4 km, but the second option will be 100 meters less. In addition, the second option, due to the bypass of the leased area, will reduce the speed limit and the throughput of the road,” Mr. Bakhirev explained.

Sergei Lekomtsev, director of NKS-Development, who was present at the meeting, did not agree with this. “The lease agreement is concluded until 2021. Our plans include the construction of an American Hines outlet, investments in the project may amount to about 4 billion rubles. There is an agreement with the investor, but so far the project had to be postponed due to sanctions,” said Mr. Lekomtsev. He explained to Kommersant that he categorically disagrees with the decision of the city administration, and he has not received any proposals to replace the site. According to him, the retail space of the outlet could be 45,000 sq. m. meters, and the company will cope with its construction by 2021.

Recall that in 2013 the city administration issued a permit for the construction of a multifunctional shopping center LLC "Ventor" at the intersection of EKAD and the Chelyabinsk highway. This decision was supported by Mikhail Vyatkin, Chairman of the Architectural and Urban Planning Council. In October 2015, the Transport Council agreed on the construction of a “three-leaf” interchange, taking into account the interests of the tenant, but later changes occurred in the EKAD route - the road was shifted to the south. Therefore, the project was again submitted for consideration by the Transport Council.

The deputy head of the city administration for improvement, transport and ecology, Yevgeny Lipovich, explained that in this case, the city authorities cannot take into account the interests of business. “There are normative acts, we must listen to them,” said Mr. Lipovich.

According to experts, legally the administration has grounds for withdrawing the site for municipal needs. “The administration can terminate the contract unilaterally with the notice of the tenant and the payment of possible losses due to emergency circumstances. In addition, the lease agreement contains a provision on the rights of the landlord to terminate the agreement unilaterally if the tenant violates certain conditions, ”Artem Denisov, managing partner of the Genesis law firm, told Kommersant.

Roads should be for traffic, not traffic jams. So it is possible to designate the approach to the work of the new management of FKU "Uralupravtodor". For the second year, a team led by Alexei Borisov is putting things in order on highways in their area of ​​responsibility - 2,380 kilometers in four constituent entities of the Federation.

In order to report on the course of the summer repair campaign, journalists from Yekaterinburg were taken to show the fight against traffic jams. Didn't have to travel far. The confluence of the EKAD with the Chelyabinsk tract is the famous "traffic jam" at the exit from the metropolis. As they say, on the "market day" there is not overcrowded. You can stay for more than half an hour.

The picture should change from November 1, when the new interchange scheme will work. The traffic light, like the sellers of melons before it, will become a thing of the past. U-turn half-rings at the 191st and 193rd kilometer marks will replace the current T-junction.

The road workers had a difficult dispute with the leadership of the Sverdlovsk traffic police, who still claim that the road novel will not benefit motorists. The truth will be revealed even before November - the testing of the interchange will begin on October 10, when the traffic light goes out.

According to Alexei Borisov, this kind of decoupling has been used in different regions of Russia for thirty years already. And Yekaterinburg only got to this point.

Briefly, the essence of the reform can be explained as follows. Those traveling from the ECAD in the direction of Chelyabinsk initially go along a one-way sleeve to Dimitrova Street and turn left in the direction they need in the area of ​​the Nizhneisetsky cemetery. Those moving from Chelyabinsk to the Yekaterinskaya Ring Road at the former traffic light intersection freely turn right, where one-way traffic will also be organized.

Those who leave Dimitrova Street and need an exit to the ECAD should drive a couple of kilometers from the city, make a left turn on a semicircle and also get off at the former traffic light.

Almost a three-kilometer section of the M-5 highway is expanding on the sides. In fact, the old road will become a lawn. Its width will form the radius of the half-rings, so that even a long vehicle or a tourist bus can safely turn around there.

The bus that brought the journalists was used to demonstrate this maneuver. It turned around quite comfortably and, without interfering with passing road users, was ready to merge into the traffic flow.

Summer residents will receive tangible benefits from the modernization of this site. They made a local paved passage along the fence. And for pedestrians, two elevated crossings will be organized, including lifts for people with limited mobility. There will also be bus stops. To top it all, this entrance to the Ural capital will be properly illuminated.

During testing, the traffic light will remain in its place, but the road workers have no doubt that as a result, by November 1, it will be completely dismantled as unnecessary.

In the current repair season, FKU "Uralupravtodor" will bring a total of 240 kilometers of roads on the territory of the Sverdlovsk region to normal. As Alexei Borisov emphasizes, by January 1, 2016, only 53% of the 588 kilometers of federal highways in the region were regulatory. By the upcoming New Year, this figure will grow to 87%!

One of the main tasks is to bring the entire section of the M-5 highway to the border of the Sverdlovsk and Chelyabinsk regions to the 1st technical category by 2019. In particular, a major overhaul of six kilometers of the road leading to this border is planned next year. The cement-concrete coating served its warranty quarter of a century by 2005. Now, for about 600 million rubles, he will have to undergo an upgrade.

No less important and problematic is the Yekaterinburg-Tyumen highway. There, transit passages through Beloyarsky and Bogdanovich are considered bottlenecks. How many epithets the railway crossing in Bogdanovich deserved! That's where "traffic jams" can go for hours.

Road builders are designing bypasses for these two municipalities. The minister of transport of the Russian Federation Maxim Sokolov gave his approval to the short story during a recent visit to the Sverdlovsk region. It is planned to start implementation in 2019, and by 2022 the Yekaterinburg-Tyumen highway, given the favorable state of the federal budget, may become four-lane - two in each direction.

Work is progressing well on the Yekaterinburg-Shadrinsk-Kurgan highway. The approach to the border with the Trans-Urals was completely completed several months ahead of schedule. The 75-kilometer section of the Yekaterinburg-Perm highway, which in the future will become part of the Yamal highway from Nizhnekamsk to Salekhard, is also being brought into the normative state.

Alexei Borisov notes that thanks to the efforts of the road workers in the Sverdlovsk region, 6 centers of accidents have been eliminated. The eliminated traffic jams have not yet been calculated - we must wait until November, when the repair season ends.

We are going to look at a new interchange on the Chelyabinsk highway - EKAD.

From November 1 () a new one-level interchange begins to work on the Chelyabinsk tract at the intersection with the ECAD. It will replace the traffic lights at this point, presumably reduce congestion and allow trucks and cars to easily change direction.

True, they also called the disadvantages of such a scheme. Against that. In his opinion, interchanges of this type give rise to accidents, and besides, all the same, as part of the construction of the third stage of the EKAD, a "full clover" interchange will be built in the same place. At least, it looks like a full clover on the last scheme of the third stage, that is, as if temporary.

And yet, despite the dissatisfaction of the traffic police, the construction of such a long interchange has already been completed by 70%. Uralupravtodor invited journalists to see how the facility was being completed.


On the highway near the gardens, they built such a ring (the traffic light behind which Yury Demin stood, as if in front of us, but it is almost invisible from here). A similar semi-ring-loop will be on the other side of the traffic light. So far, only workers are here - transport is not allowed.

The bus must demonstrate how heavy trucks, buses or other large vehicles will pass here - how safe it will be for them and for those who travel along the highway.

The head of Uralupravtodor, Alexei Borisov, says: informing the population will soon begin that from the side of Chelyabinsk, the turn that goes to the Yekaterinburg Ring Road will be one-way, only to the right. The rebuilding zone will be 780 meters.


The total length of the interchange is 2.7 km (and if "stretched into one line, then somewhere around 6 km) and it all costs 280 million rubles. According to Borisov, the guarantee that there will be no accidents is full compliance with the standards (by radius , as smoothly as possible to rebuild, and so on).



280 million - this is not only asphalt and road works, but also lighting, and crossings with elevators above the highway - at kilometers 191 and 193, behind the "half rings", as well as new stops and a new exit to the gardens.


This is what is behind the "half ring". Approximately where the yellow sign is visible, there will be an overpass with a lift for people with disabilities (or with wheelchairs). It will soon begin to be collected (collection period - 15-20 days). Also, there will be a stop from the traffic light. All this should be ready by November 1 - according to Uralupravtodor, the contractor is working on schedule (that is, there is only a month and a half left - we will check).

There is an unforeseen situation at the detour: right during the visit of the director of Uralupravtodor, the road block limiting the construction site of the interchange was blown away by the wind on the BMW!




We ask Alexei Borisov: what about the argument that such a denouement is a temporary solution before the reconstruction of the 3rd stage of the EKAD? Was it worth spending 280 million to immediately build a "clover" in 3-5 years?


- Indeed, which will be carried out. But there are no junk jobs. The two projects are fully coordinated. And for the new road junction, you only have to rearrange 18 lighting poles. Everything, no more. One does not interfere with the other,” Borisov notes.


In general, judge for yourself. The future "clover" interchange Chelyabinsk tract - EKAD in this place is the far right on the diagram of the third stage of the EKAD. It will probably be built already in 2020-2022.

We go to look at the other pole of the interchange. Here is its approximate middle: the very traffic light regulation that they want to send into the past.


- The scheme will work in 20 days, we will do a "trial run", because the State traffic inspectorate had doubts in the person of its head Yuri Demin. We agreed that from October 10 we will close the intersection, which is - the junction with the EKAD - with water-filled blocks and start a test traffic. Let's see, we'll show such an organization of movement. Unfortunately, he is not yet familiar with it, there is no such practice, but such interchanges have been operating on the territory of the Russian Federation for more than 30 years. I don’t see any problems in this - the decoupling will completely satisfy the entire traffic intensity and throughput here, ”says Borisov.


This stop will not be here - it will be moved beyond the traffic light, to the gardens. More precisely, they will simply remove it, and they will build a new one there.
