In Nizhny Tagil, a serious problem with drinking water has ripened - the authorities brushed it aside for a long time.

“The problem of poor-quality drinking water did not appear out of nowhere. The Chernoistochinsky pond has not been cleaned for many years. Abundant flowering appeared last summer. We sounded the alarm. In September, there was a second bloom - the entire coastline was in blue-green algae. Tired of waiting for help from the authorities, we decided to conduct a water analysis on our own. Biologists took samples of water and coastal soil for an independent quality assessment, which will allow us to predict the dynamics of algae growth this summer, ”says Andrey Volegov, head of the EcoPravo movement.

Ecologists predict that not today or tomorrow, brown toxic water may run from the taps of residents of Nizhny Tagil. The situation with drinking water in the city is extremely difficult. “In May, frightening figures were announced at a round table with the authorities. According to the environmental prosecutor's office and Rospotrebnadzor, the percentage of network wear is 90%! Even if the water is clean, worn pipes provide a source of secondary pollution,” says Andrey Volegov.

Today Nizhny Tagil is fed by two reservoirs - Chernoistochinsky and Verkhnevysky ponds. Neither one nor the other was cleaned for decades. The ecologist notes that there are no treatment facilities at Verkhnevysky Pond. Water undergoes only disinfection and enters the taps of citizens with a high content of iron and manganese, which adversely affects the human body.

The situation at Chernoistochinsky Pond is no better. According to local residents, the reservoir is getting shallower - due to silting, the bottom has become at least two meters higher. The pond is literally stuffed with blue-green algae (they are also cyanobacteria). Danger inspires not so much their color as "content". Algae release toxic substances that not only kill fish, but also pose a danger to humans. The person may experience nausea, vomiting, and indigestion. Moreover, boiling water does not provide 100% protection against hazardous substances.

Oils to the fire

According to the Tagil ecologist, candidate of biological sciences Svetlana Gomzhina, the rapid settlement of algae in the Chernoistochinsky pond is due to its pollution, primarily by human waste products. Waste water from the village and from the coastline, dead rotting fish, fallen trees - all this serves as a breeding ground for cyanobacteria.

In addition, the banks of the pond were chosen by citizens of an undetermined place of residence, who equip settlements there, make fires and multiply landfills. During the inspection, the public found a lot of buildings along the coastline - just a few meters from the reservoir. The specialists did not see toilets, which means that the citizens living there relieve themselves directly into the water.

Residents of the village of Chernoistochinsky have been observing “settlers” on the shore of the pond not for the first time. According to people, they live there all summer long: they set up nets, they cook food right there. Naturally, this does not contribute to the cleanliness of the reservoir and the shore. Ecologists wrote a statement to the police of Nizhny Tagil, but the letter from law enforcement officers was refused. “During the departure, it was not possible to drive up on official vehicles, and therefore it was not possible to establish the settlement of persons without a fixed place of residence,” the police said in a response. Now the public are going to send their own prepared photo and video materials to the supervisory authorities.

Fuel to the fire is added by Vodokanal-NT. “On the pond in the area of ​​the sludge collector, dirt accumulates in a special sump. At the same time, the water that is collected and settled from above is considered “clean” according to the project and is discharged directly into the reservoir. When we drove up to the sludge reservoir dam, water spouted in the area of ​​the drain, and bubbles of hydrogen sulfide rose from the bottom. The smell is just terrible - the pond is rotting, ”says Andrey Volegov.

Bonfire sites, cars on the banks, motor boats, fishing nets - all this can be seen daily on the Chernoistochinsky Pond, which, of course, does not make the water cleaner. At the same time, the “Water Code”, which prohibits the above-described “pleasures” on drinking water bodies, does not seem to be written for violators.

Public environmental activist Andrey Volegov, who monitors the problem of the Chernoistochinsky reservoir and previously held a rally "For Clean Water", visited the shore of the pond and took pictures and videos of what the pond is turning into, reports e1.ru.

The department of Rospotrebnadzor for the Sverdlovsk region explained that problems with the Chernoistochinsky pond arise every year, because it is shallow.

“Because of the algae, there is a smell of hydrogen sulfide and a green color,” Rospotrebnadzor told E1.RU. - The fish may die. They multiply, take away oxygen, which is not enough for fish. The water treatment system does its best to purify drinking water. According to microbiology, water meets the requirements of sanitary regulations. According to organoleptic - not very satisfying, because there is a smell.

Chernoistochinsky Pond is blooming again. The day before, new photos of a flowering reservoir appeared on the network, which supplies water to a significant part of Nizhny Tagil. They were published by ecologist Andrey Volegov. For the first time, the water acquired a bright emerald color in October 2015, and now the situation has repeated itself. As the ecologist explains, the staining of the drinking source is due to a natural factor. In October, blue-green algae actively multiply and bloom.

“This summer, people only complained about the smell of chlorine in the water. I suppose that Vodokanal-NT, instead of the prescribed 0.16 units, chlorinated the water by 1 unit, as is usually done in the winter-spring period during the shutdown of the treatment facilities of the Chernoistochinsky hydroelectric complex. We must thank nature for the fact that the summer was cold. Due to the low air temperature and chlorination, the water did not smell of ammonia. It takes time for the smell to go away completely, ”comments the ecologist.

After the environmentalist's complaint, the Nizhny Tagil Interdistrict Environmental Prosecutor's Office inspected the reservoir and took water samples for examination. Samples will be ready not earlier than in a week. This was reported by the press service of the supervisory authority.

In 2016, based on the materials of the prosecutor's check, a criminal case was initiated and is being investigated under Part 1 of Art. 250 of the Criminal Code of the Russian Federation (water pollution). The perpetrators have not yet been identified. In addition, another inspection took place in the summer of 2017 - they inspected Vodokanal-NT LLC in connection with the discharge of wastewater from the sludge reservoir into the Chernoistochinsky reservoir. Specialists of the Center for Environmental Monitoring and Control, on behalf of the prosecutor's office, took samples of washing wastewater from the sludge tank. According to the results of the study, excess concentrations of pollutants were revealed, including 2.1 times for suspended solids, and 57.5 times for aluminum. Also, the concentrations of iron, manganese, lead, copper are repeatedly exceeded. The prosecutor's office sent a statement of claim to the Leninsky District Court demanding that Vodokanal-NT be held administratively liable. As a result, the company was fined 135 thousand rubles, the director - 25 thousand rubles. The resolutions have not entered into force. The prosecutor's office also demanded to ban Vodokanal-NT LLC from any discharge of wastewater from the operating sludge collector into the Chernoistochinsky reservoir. The court denied this part of the claim. The supervisory authority filed an appeal.

The restoration of the dam in Chernoistochinsk by decree of the governor in 2016 did not change the picture of water quality. Now the city administration has prepared the terms of reference for water treatment. Its main requirement is the compliance of the water quality with SanPiN at the outlet.

Sergei Nosov, at a press conference in Yekaterinburg on the occasion of his re-election, said that 12 billion rubles would be spent on the creation of a new water supply and sanitation system in Nizhny Tagil. Modernization will be carried out on the terms of a concession agreement. It is planned to clean water and wastewater, as well as replace the central water supply and sewerage.

“This slurry on the water of 5-6 centimeters constantly bubbles and smells very bad and strong! Moreover, this problem does not seem to exist, in any case, no one is definitely doing anything there. Comrades, this is a natural disaster. There was no such horrific picture last year! And what will happen next year? - she is indignant at the address.

Commenting on the situation for the website, Andrey Volegov, chairman of the board of the NGO Ecopravo, suggested that the picture shows a bloom of blue-green algae. “They have a flowering period just at this time. The onset of heat contributes to this process. No one has cleaned the pond yet, so everything continues to flourish,” he explained.

Earlier, Volegov noted that at the end of July, like last year, local ecologists recorded a massive kill of fish in the pond. “Only the scale is smaller, since a lot of fish died that year. I have only one question: when will it end? A similar thing, like last year, is now happening at the Shershnevsky reservoir in the main drinking source of Chelyabinsk: fish are dying, ”he commented on his pages on social networks.

The press service of the Sverdlovsk prosecutor's office informed the website that no one has recently contacted the department regarding the contamination of the Chernoistochinsky reservoir, but citizens have the right to do so. “After that, we will check the causes of such pollution,” the prosecutor’s office said. At the same time, in July of this year, the Nizhny Tagil Interdistrict Environmental Prosecutor's Office already fined Vodokanal-NT LLC in connection with the discharge of wastewater from the sludge collector into the reservoir for a total amount of 150 thousand rubles.

“During the inspection, specialists of the Center for Environmental Monitoring and Control, on behalf of the environmental prosecutor's office, took samples of rinsing wastewater from the sludge reservoir, the results of which revealed an excess of pollutant concentrations, including 2.1 times for suspended solids, and for aluminum used by LLC "Vodokanal-NT" in water treatment - 57.5 times. Also, the concentrations of iron, manganese, lead, copper were repeatedly exceeded, ”the agency reported earlier.

Now the prosecutor's office is suing the Nizhny Tagil Vodokanal to completely ban the company from any discharge of wastewater into the pond. “The prosecutor’s office proves in court that, despite the permission of Rosprirodnadzor to discharge wastewater into the Chernoistochinsky reservoir, these actions are unacceptable due to violation of the requirements of water and sanitary legislation,” the department’s website says.
