Introduction

Project relevance is that, according to the ideology of independent living, disabled people are part of society and should live in society. They are not patients to be treated, children to be looked after, and daredevils to be admired. They are quite able to choose how to live, they are free to choose independence and seek help. They suffer primarily from the prejudice of society, and not from their disability.

Independent living means the right and opportunity to choose how to live. To become truly independent, people with disabilities must confront and overcome many obstacles. This is the first step towards living a fulfilling life as employees, employers, spouses, parents, athletes, politicians and taxpayers, in other words, to fully participate in society and be an active member of it. The practical significance of the project lies in the possibility of solving these problems.

Objective of the project - organization of assistance, mutual assistance and self-help for people with disabilities.

Chapter 1. Independent living centers - innovative technology of social work with disabled people

§one. The concept of the center of independent living

For several decades there have been organizations of disabled people who are specifically engaged in promoting the ideology and practice of independent living. Such centers operate in Canada, Belgium, the USA and a number of other countries.

The Center for Independent Living is an innovative technology of social work with people with disabilities, which creates a regime of equal opportunities for people with disabilities in limiting living conditions. The activities of the centers are based on the provision of self-help and mutual assistance. People with various disabilities help each other in carrying out daily activities, obtaining the necessary information, and resolving legal issues. The members of the center of independent living compensate for the social insufficiency of other members of the center with the opportunities they have developed.

§2. Activities of Independent Living Centers

Independent Living Centers carry out the following main activities:

    informing and providing background information. Without contacting a social service, a disabled person gets access to information sources on a database created by members of the center for independent living. Access to information enhances a person's ability to manage their life situation;

    peer counseling and organizing self-support groups. The consultant is a disabled person who shares his experience and skills of independent living. He acts as a person who has managed to overcome obstacles in order to live a full life on an equal footing with other members of society. The example of more experienced comrades encourages newcomers to satisfy their needs by taking responsibility for their lives. Experience exchange seminars, support group classes, individual lessons on developing independent living skills, using technical means, managing stress, communicating with people around are held;

    individual consultations on the protection of the rights and interests of persons with disabilities. Counseling is provided on financial matters, housing law, social security and social services. In addition to passing on information about what to do in this case and where to turn, the coordinator teaches the person to speak on his own behalf, speak in his own defense, and defend his rights himself. The basis of this approach is the opinion that the person himself knows better what vital interests he needs to protect in the first place;

    provision of services and exchange of services. Research is being conducted into the effectiveness of services provided by volunteer members of the independent living center (eg, home assistance, accompaniment services provided by personal assistants, transportation services, loans for the purchase of technical assistance). Based on this analysis, new approaches and methods of services are being developed and planned. They conduct demonstration programs to introduce new services and obtain resources through the use of a network of contacts with government and charitable organizations.

Chapter 2. Center for Independent Living "Mercy"

The Center for Independent Life "Mercy" has been functioning on the basis of the Perevozsky Construction College for two years. The purpose of the center is to help people with disabilities of all categories in creating conditions for maximum independence and full participation in society.

The Center for Independent Life "Mercy", organized at the Department of Social and Legal Profile of the FGOU SPO "Perevozsky Construction College", provides the following types of services.

1. Services provided on the basis of the Center:

Demonstration of equipment;

Providing information and necessary consultations;

Computer database;

Mobile information and demonstration stand;

Services in the field of communication;

Design consulting;

Education and training (skills for independent living, ability to use technical devices);

Reference library.

2. Services of personal assistants. Candidates for this position are selected from among students, mainly in the specialty 040101 Social work, they are interviewed. Personal assistants help their clients with housekeeping and maintenance, which allows them to be more independent. On the other hand, this type of activity is an invaluable practical experience for the formation of professional competencies of future social work specialists.

3. Assistance in finding employment. Job search services for the disabled, interview preparation, resume writing, job search skills development, information and follow-up counseling are offered. This work is carried out by senior students under the guidance of teachers after studying the relevant disciplines of the professional cycle: Employment strategy, Job search skills, Documentation support for management, Legal support for professional activities.

4. Advising on financial matters. Reference consulting, education of people with disabilities on financial benefits, insurance and other social programs are carried out.

5. Consulting on housing problems. Assistance in finding and maintaining affordable housing, information about recruitment programs, relocation, discounts and benefits. The center's consultants have a database of federal and local housing laws, and help contact law firms.

§2. Disability Support Programs

In addition to providing services, there are a number of support programs for people with disabilities who are not members of the independent living center:

Customer Assistance Program - part of the consumer protection program as part of their rehabilitation;

"Help the Weak" program program for the socialization of disabled people with deviations in psychophysical development.

Legal consultation – lawyers, including lawyers, meet with clients once a month.

In addition, the Center organizes the receipt of additional professional and affordable education for disabled people with disorders of the musculoskeletal system, promotes the active social integration of young disabled people.

Tasks of this activity:

Support for organizations of people with disabilities and their movements for equal rights and opportunities for people with disabilities;

Helping people with disabilities acquire skills and knowledge to enable them to become full members of society;

Assistance in changing public opinion towards the disabled, overcoming stereotypes, physical and mental barriers.

The center works with clients not only directly, but also in the modeon- line, providing legal information, information on educational and employment opportunities, promotes the employment of persons with disabilities through the territorial network of its coordinators, who, as a rule, are persons with disabilities, conducts thematic discussions and exchanges of views of interest to young people.

Conclusion

All of the above allows us to conclude that it is necessary to further improve the activities of the Center for Independent Life "Mercy", to involve more students in it, and to attract volunteers from other educational institutions of the Perevozsky district. The Center should make every effort to ensure that people with disabilities can live an independent life.

The activities of the Center are practically significant, both for people with disabilities and for the students who are members of the Center.

With the help of the Center for Independent Life, people with disabilities become maximally involved in a full life, legally and informationally protected, feeling support and understanding from the younger generation.

Students working at the Center for Independent Living acquire the practical experience necessary to form them as competitive, competent professionals. Such qualities as kindness, tolerance, compassion are brought up in the children, moral values ​​are instilled, a culture of a social work specialist is formed.

About the work of the Center for Independent Life "Mercy", the college receives a large number of positive reviews from people with disabilities and employees of social protection organizations, which allows us to conclude that this work needs to be continued, and, of course, its improvement.

Application. Social Habilitation Program for the Disabled "Help the Weak"

Socio-psychological studies have shown that people with disabilities from childhood differ from other categories of people with disabilities in personality development related to their position in families and among peers.

These deviations lead to such violations of behavior that interfere with labor training, vocational habilitation and integration to a much greater extent than the violations of bodily functions that caused disability.

Conventional measures for the medical, professional, social rehabilitation of people with disabilities since childhood do not lead to the development of their social activity and competitiveness - the qualities necessary in modern society.

In this regard, a certain nature and sequence of social activities are required that accompany the labor training of disabled children, in particular individual and group classes on developing social contact skills, on educating citizenship and social and labor habilitation, and on sociocultural development.

Program for the Habilitation of the Disabled "Help the Weak"

Purpose of the program : socialization of disabled people with deviations of psychophysical development.

Program objectives :

    teaching young people with disabilities to provide household and socio-psychological assistance to other people;

    educating in them the psychology of a strong person who helps the weak;

    promoting the development of practical skills of social management and interaction with consumers of services by young people with disabilities;

    preparing publications for young people with disabilities to promote self-employment and help those who are more seriously ill.

Group building activities are divided into three stages.

Stage 1. Social and labor preparation.

Disabled people who have expressed a desire to work in the program are divided into groups, 5-6 people in each, and within 6 months they are trained in the following areas.

Social and household: cleaning of premises, use of household appliances, cleaning of the territory, purchase of products, payment of bills and receipts, delivery of things to household services workshops (laundry, dry cleaning, shoe and household appliances repair shops) and their return delivery, laundry, minor repairs (repair clothes, shoes, simple repair of household appliances).

Socio-psychological: self-presentation, communication with people of different ages and social status, communication with people experiencing depression or irritation, ways of initiating and maintaining a confidential conversation, identifying the problems of the interlocutor, relieving anxiety and the effects of stress.

Stage 2.Search for consumers of services.

The transition to this stage is carried out four months after the creation of the groups, since this activity does not disrupt the learning process, is one of the criteria for the effectiveness of training and, thus, can be carried out in parallel with the training sessions.

Stage content:

    survey by members of groups of housemates, residents of neighboring houses, microdistricts;

    placement of advertisements “Helping our neighbors” in municipal newspapers, on television;

    compiling a register of possible consumers of services living in the neighborhood - lonely old people and disabled people, families with disabled children, families with disabled people who need additional assistance in addition to those provided by public services.

Stage 3.Providing one-time or short-term assistance.

Due to the fact that people with developmental disabilities are not adapted to provide constant (daily, several times a week) or regular assistance to service users, this stage is necessary for appropriate adaptation and selection of group members who are able to subsequently provide services to regular users. Assistance is provided on a charitable basis (free of charge or for a fee that covers the costs of its provision).

At all stages, the model of a large family is used for training and accompanying groups - their curators are not only program employees, but also members of previously formed and trained groups.

This model contributes to the faster assimilation of the necessary knowledge and skills, as well as the further education of the ideology of helping a weaker person who needs it.

Mechanisms for the implementation of the program.

To complete the groups, participants are selected based on the results of psychological and social diagnostics conducted by students and teachers of the Perevozsky Construction College of Social Profile as an educational practice. The criteria for inclusion in the group are the intentions of the candidate, the prospects for improving his social status and the recommendation of an individual rehabilitation program (IPR).

During the period of passing and after passing stage 1 (after 3 and 6 months of training), a repeated diagnosis is carried out to determine the measures for further individual supervision and clarify the nature of the chosen work activity.

During the next six months (stages 2 and 3), the participants of the groups are engaged in the chosen specialization, improving their abilities and performance.

At all stages, parents and students are involved as volunteers, who participate in individual accompaniment.

In the future, at the end of the program, they and trained volunteers with disabilities will help group members cope with work responsibilities and social problems. Curators and teachers for the development and implementation of individual and group activities of group members and volunteers are specialists in social work and pedagogy who have experience working with a similar contingent.

In order to involve the public in the work of the program, it is possible to conclude agreements with the territorial bodies of public self-government, on the territory of which the program is implemented, to cover the activities of program participants and inform potential users.

Planned results.

Groups that have acquired skills and work experience are transformed into non-profit organizations (it is possible to form public organizations as one of the forms of non-profit organizations), which will provide the services they have mastered to people in difficult life situations living in the territory of the created organizations.

It is important to preserve the principle of helping weak people who are in a more difficult situation.

One of the current socially- economic and demographic problems of modern Russian society is the inclusion of children with limited opportunities to society.

The main problem of children with limited opportunities lies in the disruption of his connection with the world, in limited mobility, poor contact with peers and adults, in limited contact with nature, the inaccessibility of a number of cultural values, and sometimes elementary education. This problem is the result of the prevailing social consciousness, which authorizes the existence of a developing environment inaccessible to a child with disabilities. A child with a disability may be as capable and talented as his peer who does not have health problems, but he is prevented from discovering his talents, developing them, benefiting society with their help due to inequality of opportunities.

A child is not a passive object, but a developing person who has the right to satisfy versatile needs in cognition, communication, and creativity. A child with a disability needs not only certain benefits and privileges, but conditions and environment for comprehensive individual development.

Working with "special" children, I cannot but note how important and interesting it is for them to live and rejoice together with their peers, participate in various events, and delight those around them with their creativity. From the first days I watched how my pupils strive to prove themselves. How important is the attention of the educator and MADOU specialists to parents. With what pleasure children participate in different affairs, trips, holidays. Thus was born the idea of ​​this project in which I presented my personal experience.

Inclusive education enables all children to fully participate in the life of the team kindergarten, has resources aimed at stimulating the equality of students and their participation in all aspects of the life of the team.

At MADOU Kindergarten"Star" a group for children with disabilities was organized, which is attended by 10 children. The emphasis is placed on the fact that every child needs to create favorable conditions for his development, upbringing and education, to meet his educational needs.

Most parents of children with special educational needs need professional systematic assistance to the child. Studying the educational needs of the parents of group No. 1 "Sun" I learned that not everyone has the opportunity to take children to different circles, an art school, where a child with disabilities could show his talent, his creativity, so it became necessary to create project« Childhood without borders» .

Everyone- this is microcosm, unique in its manifestation, but a free person with a psychological culture, ready to take responsibility for their behavior and actions, can be considered the one who is able to build their relationships with other people on the basis of universal human values.

On December 3, Russia celebrates the World Day of Persons with Disabilities. The most vulnerable among people are children, especially children with disabilities.

every year it acquires an increasing medical, socio-economic, moral and spiritual significance. The indicator of disability can be considered as a concentrated reflection of the level and quality of health of the younger generation. It most clearly illustrates the sharp decline in the functional capabilities of the organism of children and adolescents, reactions of adaptation and protection.

Currently in Russia there are about 80 thousand disabled children, what is 2% child and adolescent population. According to scientific research, in the coming decades, Russia expects increase the number of children with disabilities. That is why in the message of the President of the Russian Federation D.A. Medvedev to the Federal Assembly of November 30, 2010. a special place is given to the problem of assistance and rehabilitation of disabled children.

This academic year, our good neighbors were children from the Petrovsky branch of the State Institution OK DYuSASH "RiF" (children's youth sports and adaptive school "Rehabilitation and Physical Education", founded on April 15, 2003 by the Ministry of Social Development and Medicine.

Relevance of the topic

The beauty of the modern world lies precisely in its diversity and diversity. Not everyone can understand and accept this. Of course, now a significant task of society has become the unification of various individuals into a common and understanding humanity. In order to unite all together, we need to show respect for alien things, cultures, customs, traditions, we must learn to listen to the opinions of others and admit our mistakes.

All this is a manifestation of tolerance. The problem of tolerance can be attributed to the educational problem. The problem of the culture of communication is one of the most acute in the school, and in society as a whole. Knowing perfectly well that we are all different and that we need to perceive the other person as he is, we do not always behave correctly and adequately. It is important to be tolerant towards each other, which is very difficult.

In recent years, numerous scientific works have been published on the rehabilitation of disabled children (Dobrovolskaya T.A., 1991, Barashnev Yu.I., 1995, Bogoyavlenskaya N.M., 1992, Bondarenko E.S., 1995). However, despite the existing experience in the rehabilitation treatment of disabled children, the issues of organizing and conducting this type of treatment have not yet been fully resolved, both in theoretical, organizational, methodological (Zelinskaya D.I., 1995), and spiritually.

Having got acquainted with these guys, we decided to create our own social project, which will help in solving the problems that most concern children with disabilities.

Today, the state does not ignore the problem of childhood and adolescent disability. A number of legislative and governmental acts of the Russian Federation are being adopted aimed at protecting the rights and supporting children and adolescents with disabilities. Medical and social assistance to this category of children and adolescents is being improved, which required the introduction of new medical indications for establishing disability in children and adolescents (1991), changes in the state statistics of child and adolescent disability based on a three-dimensional assessment of the state of health and taking into account health disorders, disability and social insufficiency of a disabled child (1996).

According to the UN, there are approximately 450 million people in the world with mental and physical disabilities.

World Health Organization (WHO) data show that the number of such people in the world reaches 13% (3% of children are born with intellectual disabilities and 10% of children with other mental and physical disabilities) in the world there are about 200 million children with disabilities.

Moreover, in our country, as well as throughout the world, there is a trend

an increase in the number of children with disabilities. In Russia, the frequency of childhood disability for

Disability in children means a significant limitation

life, it contributes to social maladjustment, which

due to developmental disorders, difficulties in self-service, communication, learning, mastering professional skills in the future. The development of social experience by children with disabilities, their inclusion in the existing system of social relations requires certain additional measures, funds and efforts from the society (these can be special programs, special centers

rehabilitation, special educational institutions, etc.).

Petrovsky branch of the children's youth sports-adaptive school "RIF" has existed since 2003. Since September 2010, the department has been located on the territory of the Municipal Educational Institution - School No. 7 and has 47 people. Disabled people from the age of 4, mainly with diseases of the musculoskeletal system (MSD) and with a diagnosis of cerebral palsy, as well as hearing impaired, visually impaired and people with intellectual disabilities, can attend school.

The school lives a busy life: competitions, reviews, competitions, holidays follow each other, enriching leisure. People with disabilities can improve their health by doing exercise equipment, swimming, and athletics.

Among the pupils of this school there are stars:

Barsky Alexander - 1st place - poetry reading;

Kuznetsov Ivan - 1st place - pull-ups on the crossbar;

Rudykh Vladimir - completed CCM in athletics at the Russian Championship; graduated from SSEU with honors, works as an economist at the AZCH plant;

Pupils of the RiF school were able to achieve high performance thanks to a well-coordinated team of people who are not indifferent to the fate of children, headed by director Vladimir Ilyich Gutarov. In connection with the move to the school building, the problem with the delivery of children to the place of employment has become more acute. The passenger transport stop is located at the school, however, for many children, the routes do not coincide with the place of residence, so transport is needed to bring children to school.

The department has no office equipment at all: a computer, a printer, a fax machine and a scanner. It is also necessary to update simulators and sports equipment.

Every person is a microcosm unique in its manifestation, but a free person with a psychological culture, ready to take responsibility for their behavior and actions, can be considered the one who is able to build their relationships with other people on the basis of universal human values.

On December 3, Russia celebrates the World Day of Persons with Disabilities. The most vulnerable among people are children, especially children with disabilities.

Child and adolescent disabilityevery year it acquires an increasing medical, socio-economic, moral and spiritual significance. The indicator of disability can be considered as a concentrated reflection of the level and quality of health of the younger generation. It most clearly illustrates the sharp decline in the functional capabilities of the organism of children and adolescents, reactions of adaptation and protection.

Currently in Russia there are about80 thousand disabled children, which is 2% child and adolescent population. According to scientific research, in the coming decades, Russia expects increase the number of children with disabilities. That is why in the message of the President of the Russian Federation D.A. Medvedev to the Federal Assembly of November 30, 2010. a special place is given to the problem of assistance and rehabilitation of disabled children.

The main problem of a child with disabilities is his connections with the world , limited mobility, poor contacts with peers and adults, limited communication with nature, access to cultural values, and sometimes to elementary education.

This academic year, our good neighbors were children from the Petrovsky branch of the State Institution OK DYuSASH "RiF" (children's youth sports and adaptive school "Rehabilitation and Physical Education", founded on April 15, 2003 by the Ministry of Social Development and Medicine.

Relevance of the topic

The beauty of the modern world lies precisely in its diversity and diversity. Not everyone can understand and accept this. Of course, now a significant task of society has become the unification of various individuals into a common and understanding humanity. In order to unite all together, we need to show respect for alien things, cultures, customs, traditions, we must learn to listen to the opinions of others and admit our mistakes.

All this is a manifestation of tolerance. The problem of tolerance can be attributed to the educational problem. The problem of the culture of communication is one of the most acute in the school, and in society as a whole. Knowing perfectly well that we are all different and that we need to perceive the other person as he is, we do not always behave correctly and adequately. It is important to be tolerant towards each other, which is very difficult.

In recent years, numerous scientific works have been published on the rehabilitation of disabled children (Dobrovolskaya T.A., 1991, Barashnev Yu.I., 1995, Bogoyavlenskaya N.M., 1992, Bondarenko E.S., 1995). However, despite the existing experience in the rehabilitation treatment of disabled children, the issues of organizing and conducting this type of treatment have not yet been fully resolved, both in theoretical, organizational, methodological (Zelinskaya D.I., 1995), and spiritually.

This academic year, our good neighbors were children from the Petrovsky branch of the State Institution OK DYuSASH "RiF" (children's youth sports and adaptive school "Rehabilitation and Physical Education", founded on April 15, 2003 by the Ministry of Social Development and Medicine.

Having got acquainted with these guys, we decided to create our own social project, which will help in solving the problems that most concern children with disabilities.

Today, the state does not ignore the problem of childhood and adolescent disability. A number of legislative and governmental acts of the Russian Federation are being adopted aimed at protecting the rights and supporting children and adolescents with disabilities. Medical and social assistance to this category of children and adolescents is being improved, which required the introduction of new medical indications for establishing disability in children and adolescents (1991), changes in the state statistics of child and adolescent disability based on a three-dimensional assessment of the state of health and taking into account health disorders, disability and social insufficiency of a disabled child (1996).

According to the UN, there are approximately 450 million people in the world with mental and physical disabilities.

World Health Organization (WHO) data show that the number of such people in the world reaches 13% (3% of children are born with intellectual disabilities and 10% of children with other mental and physical disabilities) in the world there are about 200 million children with disabilities.

Moreover, in our country, as well as throughout the world, there is a trend

an increase in the number of children with disabilities. In Russia, the frequency of childhood disability for

doubled in the last decade.

Disability in children means a significant limitation

life, it contributes to social maladjustment, which

due to developmental disorders, difficulties in self-service, communication, learning, mastering professional skills in the future. The development of social experience by children with disabilities, their inclusion in the existing system of social relations requires certain additional measures, funds and efforts from the society (these can be special programs, special centers

rehabilitation, special educational institutions, etc.).

Petrovsky branch of the children's youth sports-adaptive school "RIF" has existed since 2003. Since September 2010, the department has been located on the territory of the Municipal Educational Institution - School No. 7 and has 47 people. Disabled people from the age of 4, mainly with diseases of the musculoskeletal system (MSD) and with a diagnosis of cerebral palsy, as well as hearing impaired, visually impaired and people with intellectual disabilities, can attend school.

The school lives a busy life: competitions, reviews, competitions, holidays follow each other, enriching leisure. People with disabilities can improve their health by doing exercise equipment, swimming, and athletics.

Among the pupils of this school there are stars:

Kuznetsov Ivan - 1st place - pull-ups on the crossbar;

Rudykh Vladimir - completed CCM in athletics at the Russian Championship; graduated from SSEU with honors, works as an economist at the AZCH plant;

Kulikov Dmitry - 1st place in cross-country skiing;

Churdin Ilya - 1st place in table tennis competitions, student of the PF SSTU.

Pupils of the RiF school were able to achieve high performance thanks to a well-coordinated team of people who are not indifferent to the fate of children, headed by director Vladimir Ilyich Gutarov. In connection with the move to the school building, the problem with the delivery of children to the place of employment has become more acute. The passenger transport stop is located at the school, however, for many children, the routes do not coincide with the place of residence, so transport is needed to bring children to school.

The department has no office equipment at all: a computer, a printer, a fax machine and a scanner. It is also necessary to update simulators and sports equipment.

In 2010, the State Institution "Committee for Social Support of the Population of Saratov" for the first time took part in the All-Russian competition of social projects of the Fund for Supporting Children in Difficult Life Situations in the direction of the competition "Social Support for Families with Disabled Children to ensure the maximum possible development of such children in conditions of family education, their socialization, preparation for independent life and integration into society. A total of 13 projects from the Saratov region in 2010 were submitted to the competition. According to the results of the competitive selection, the project "Let's not stand aside" became the only project from the Saratov region supported by the Foundation.

Objective of the project

Development of volunteer, charitable and material assistance to families raising disabled children through the development of programs for recreation and rehabilitation of disabled children, including with the participation of healthy peers and the introduction of modern technologies for finding sponsors and benefactors for needy disabled children and families raising disabled children .

Project objectives

1) Training of heads of GU KSPN and public organizations in modern methods of charitable and volunteer activities related to the introduction of innovative social technologies and (or) best practices.

2) Training of attracted volunteers (volunteers) in innovative social technologies and models of work with disabled children, their healthy peers and their families.

3) Development and implementation of models of integration forms of recreation for disabled children, healthy children and their families.

4) Development and implementation of social technology "Map of social needs".

Activities to attract volunteers for the institution is an innovative direction that the institution plans to develop. One of the planned tasks currently set by the GU KSPN is to attract volunteers and volunteers and organize activities related to the dissemination of volunteer technologies throughout the regional center.

1. In order to develop this work, at the first stage of the project implementation, training will be organized for the heads of the GU KSPN and public organizations participating in the project.

At the initial stage, students of the Department of Social Anthropology and Social Work of the Faculty of Social Systems Management of the Saratov State Technical University and students of the Department of Correctional Pedagogy of the Pedagogical Institute of the Saratov State Technical University named after N.G. Chernyshevsky, who have experience in volunteering and volunteer activities and who actively participated in the actions and projects of public organizations in Saratov to develop volunteer assistance to disabled children and their families and who wish to take part in the activities of the project submitted for the competition. Agreements on joint work will be concluded between the GU KSPN and public organizations of Saratov, actively working with volunteers. At present, this initiative has already been supported by two public organizations working with volunteers (letters of support are attached). At the first stage of work, volunteers will get acquainted with the activities of the GU KSPS, share their experience in organizing and holding events, actions, holidays with the participation of children with disabilities and their families, suggest possible forms of work with children with disabilities and their families who apply daily to the GU KSP ". Since the implementation of project activities involves:

Participation of volunteers in the development and implementation of innovative social technology aimed at carrying out activities to find donors, conditions for access to donations, tools for establishing and developing partnerships with sponsors and socially responsible business;

Participation of volunteers and volunteers in creating models of integrated forms of recreation for disabled children, healthy children and their families, it is necessary to train volunteers (leaders of volunteer teams) in innovative forms of work and practices of successful experience in volunteering to help disabled children and families with disabled children, within the framework of the project it is planned to train volunteers at specially organized courses.

2. As part of the implementation of task 2 of the Project, volunteers (volunteers) will be trained in specific methods, techniques and tactics of work, based on innovative social technologies used in the project. Training will be held by 3 volunteers, leaders of volunteer teams. The selection of volunteers for participation in training courses will be carried out according to several criteria: an active leadership position, experience in volunteering, a desire to continue volunteering, and based on the feedback about the volunteer from the leaders of public organizations

The second stage of the project implementation involves the beginning of activities to develop and implement innovative forms of work with families raising children with disabilities and children with disabilities, with the involvement of volunteer volunteers.

Today in Saratov, one of the unresolved problems of disabled children living in families is the isolation of these families. This is especially true for families in which a disabled child is educated at home, does not attend general education kindergartens and schools. In such families, parents, as a rule, the mother, are forced to constantly be with the child. The situation is even worse for single unemployed mothers raising disabled children at home. The income of such families most often consists only of pensions and child benefits. As shown by the data of a survey of parents raising children with disabilities, conducted in 2009 (the survey was conducted by employees of the Saratov regional public organization "Center for Rehabilitation and Assistance to Children with Visual Impairment", parents of disabled children living in the city of Engels, Saratov Region, were interviewed, the survey was conducted as part of the project to ensure the employment of parents raising children with disabilities), over 60% of parents are forced to constantly be with the child, of which about 30% tried to find work and worked, but after a while left work due to constant concern for the child. Only 10% of the interviewed parents gave a positive answer to the question about visiting leisure and mass events with their children, as a rule, during a detailed conversation it turned out that this was due to the location of the relevant institutions (cinema, theater, house of creativity) near the residence of these families.

Joint recreation of disabled children and healthy children is organized in the form of individual actions, integration festivals, sports events and creative festivals. In the summer and during school holidays, the children of the city of Saratov, studying in general educational institutions, attend day camps based on schools (the so-called "summer playgrounds"), and relax in country health camps. Disabled children also have the right to rest and recuperation in a country health camp, but most parents of disabled children do not use this service, but prefer to combine rest and treatment of their children in sanatoriums and children's rehabilitation centers, which is associated both with the lack of an accessible environment and the unsuitability of out-of-town health camps for "special" children, and the unwillingness of parents to send their child to rest in the camp together with healthy children (which is associated with the overprotection of most parents of disabled children in relation to their child, a wary and sometimes hostile attitude on the part of healthy parents children to the fact that a disabled child will be with their healthy child).

3. As part of the implementation of task 3 of the Project, work will be organized in several areas:

firstly, - attracting disabled children, families raising disabled children to attend mass cultural and leisure events: going to the cinema, a circus, where disabled children will communicate with their healthy peers;

secondly, organizing and holding mass events with the participation of disabled children, their healthy peers and their families (integration festivals, boat trips), with the involvement of volunteers in organizing and holding these events. These measures are aimed at reducing the level of isolation of families raising children with disabilities, the formation of a positive attitude in society towards children with disabilities and their families, reducing the overprotection of parents raising children with disabilities in relation to their children;

thirdly, on the basis of the GU KSPN, a children's playroom will be organized for children with disabilities and their healthy peers, which will be visited by children during the registration by parents of various measures of social support in the GU KSPN, as well as parents who wish to leave their child for a while (until 4 hours) to solve their personal issues, they will be able to leave the child in the playroom with specialists. Volunteers will be involved in the work in the playroom, who will organize play and development activities with children. Currently, there is no such playroom for children in the GU KSPN, and children have to wait for their parents during their visit to the committee. The children's playroom is universal for children of preschool and primary school age. It is applicable for organizing children's independent games, sports entertainment. The main advantage of soft module constructors is their versatility. Children play, design, use modules as physical education equipment. In the process of playing with large building materials, children develop their creative imagination. Educational and exciting games, consisting of gymnastic sticks, flat hoops, bricks. These sets are great for kids of all ages. All elements can be modeled in various shapes and have the ability to be adjusted in height. Inflatable balls are very popular with children. Beautiful appearance and extraordinary durability, variability of ways of application for various games and activities make the balls one of the favorite types of sports and gaming equipment. Universal children's furniture is designed to create comfortable conditions in the room. A special manufacturing technology, brightness, lightness and attractiveness contribute to the creation of conditions for relaxing on armchairs and sofas. Children like this furniture because it is easy to carry and rearrange, simulating the environment of the playroom as they wish. "Dry pools" are a wonderful sports and gaming complex. While "swimming" in such a pool, the child receives a kind of body massage, learns to coordinate movements, fourthly, disabled children, together with healthy children, will relax in country health camps during the school holidays.

One of the existing problems in the city of Saratov, which the next task of the project is aimed at, is the presence of a mismatch between business structures (socially responsible business), institutions and organizations working with disabled children and families raising disabled children, charitable foundations and volunteers (volunteers).

Firstly, the practice of "patronage" by business structures and charitable foundations of certain institutions and organizations working with disabled children and their families, who have been receiving assistance for several years, has developed, the issue of providing assistance to another institution, organization is not considered. At the same time, new institutions and public organizations appear on the social services market in Saratov that work with disabled children and their families, who need support at the initial stages of development. Secondly, assistance to families raising children with disabilities or children with disabilities living in residential institutions, from sponsors and philanthropists, occurs mainly on an application basis - those who applied directly came on their own, thus, more some families that do not have information about the existing opportunities for sponsorship and charitable assistance are not provided with such assistance. Thirdly, in Saratov there are many areas of work with volunteers, youth organizations working with volunteers, social services working with volunteers, who, as a rule, also work with certain institutions for several years, and work with families raising children with disabilities who are in care in institutions, i.e. kind of - declared themselves, and expressed a desire to help volunteers, most families do not have information about volunteering and support opportunities. Thus, there is no targeting and priority of volunteer assistance and material support to disabled children and their families, institutions and organizations working with families raising children with disabilities who need volunteer assistance and material support in the first place.

4. As part of the implementation of Task 4 of the Project, coordination and interaction will be organized to attract sponsors, philanthropists and volunteers to projects and programs to assist children with disabilities, families raising children with disabilities, institutions and organizations working with children with disabilities and families raising children with disabilities) at the level of the municipality "City of Saratov". The administration of the municipality "City of Saratov" supported the idea of ​​creating a "Map of Social Needs" The "Map of Social Needs" will be a map of the city of Saratov, on which "objects of care" will be highlighted:

1) state, municipal institutions and public organizations working with children with disabilities and families raising children with disabilities, in need of volunteer and (or) sponsorship (the note to the "Map of Social Needs" will contain contact information about institutions and organizations, the urgency, volume and justification of the necessary volunteer and (or) sponsorship assistance);

2) places of residence (district of the city of Saratov, house number) of families raising children with disabilities who need volunteer and (or) sponsorship (in the note to the "Map of Social Needs" information about the family (full / incomplete, number of children, of them - children with disabilities, diagnosis of a child with a disability), urgency, volume and justification of the necessary volunteer and (or) sponsorship.

As part of the implementation of this task, information will be collected on the need for volunteer and (or) sponsorship of disabled children, families raising disabled children, institutions and organizations of the city of Saratov working with disabled children and their families. Information will be collected through, firstly, sending written requests to institutions and organizations working with children with disabilities and families raising children with disabilities, indicating information on the implementation of the project. In response to requests, organizations and institutions will indicate the urgency, scope and justification of the necessary volunteer and (or) sponsorship, secondly, through a written survey of parents (official representatives) of children with disabilities who apply to the GU KSPN on various issues of providing social support measures and state social services, thirdly, the banner "Map of Social Needs" will be placed on the website of the Ministry of Social Development of the Saratov Region, indicating the e-mail address of the Ministry's specialist responsible for interaction with the media (press secretary), through which proposals from interested persons and organizations will also be collected (through "feedback", daily visits to the site - about two thousand visits).

The "Social Needs Map" will be updated quarterly and will be sent to:

1. Business structures (organizations and enterprises of the city of Saratov in the industrial sector, transport, the oil complex, information technology and communications, which have proven themselves as a socially responsible business of the city), in order to attract potential sponsorship funds to provide material assistance to disabled children, families raising children with disabilities, organizations and institutions working with children with disabilities and families raising children with disabilities.

2. Charitable foundations located in the city of Saratov, in order to attract potential charitable assistance and involve institutions and organizations in need, families and children in the implementation of existing and planned charitable programs of material assistance and volunteer support.

3. To universities and secondary educational institutions in order to attract volunteer teams to assist organizations and institutions working with children with disabilities, and potential volunteers to go to individual families raising children with disabilities.

For the entire period of the project implementation, the specialists of the State Institution "KSPN" will be provided with information, consulting and methodological support of the involved specialists - qualified experts on social innovations, models and practices of working with volunteers, children with disabilities and families raising children with disabilities.

Models of integration forms of recreation for children with disabilities, healthy children and their families involve the development of inclusive forms of recreation and rehabilitation of children with disabilities, the inclusion of children with disabilities in the environment of healthy peers through the organization of mass events with the participation of volunteers for children with disabilities, their healthy peers and their parents and organization, visits by disabled children, families raising children with disabilities to cultural and leisure institutions, organizing and conducting developmental classes in a specialized children's playroom.

Project management and control

Management and coordination of the activities of the executors and co-executors of the project will take place at three levels.

The first level is federal, general coordination of projects by experts from the Foundation for the Support of Children in Difficult Life Situations.

The second level is regional, control over the implementation of the project by the Ministry of Social Development of the Saratov Region.

The third level is municipal, a working group will be created to implement the project, which will include specialists from the GU KSPN, representatives of public organizations participating in the implementation of project activities, the administration of the municipality "City of Saratov", interested individuals and organizations working with children with disabilities and their families (by agreement), activists of volunteer groups, representatives of the target group of the project - parents of children with disabilities. A joint work plan will be developed, cooperation agreements will be signed with public organizations.

Control over the progress of the project and the targeted and efficient use of funds and resources will be carried out by the director of the GU KSPN.

Possible risks in the implementation of project activities:

1. The unwillingness of potential sponsors, philanthropists and volunteers to participate in projects and programs to help children with disabilities, families raising children with disabilities, institutions and organizations working with children with disabilities and families raising children with disabilities within the framework of the "Map of social needs."

An opportunity to overcome this risk is to conduct a broad information campaign to promote the "Map of Social Needs". Program "My Perspective"

As part of the My Perspective program, we help graduates of orphanages prepare for an informed choice of education and profession in accordance with personal interests, skills and, at the same time, the needs of the labor market in various specialists and different levels of qualifications.

The world around us is many and varied. .

Everyone- this is microcosm, unique in its manifestation, but a free person with a psychological culture, ready to take responsibility for their behavior and actions, can be considered the one who is able to build their relationships with other people on the basis of universal human values.

On December 3, Russia celebrates the World Day of Persons with Disabilities. The most vulnerable among people are children, especially children with disabilities.

Child and adolescent disability every year it acquires an increasing medical, socio-economic, moral and spiritual significance. The indicator of disability can be considered as a concentrated reflection of the level and quality of health of the younger generation. It most clearly illustrates the sharp decline in the functional capabilities of the organism of children and adolescents, reactions of adaptation and protection.

Currently in Russia there are about 80 thousand disabled children, what is 2% child and adolescent population. According to scientific research, in the coming decades, Russia expects an increase in the number of children with disabilities. That is why in the message of the President of the Russian Federation D.A. Medvedev to the Federal Assembly of November 30, 2010. a special place is given to the problem of assistance and rehabilitation of disabled children

Having got acquainted with these people, we decided to create our own social project, which will help in solving the problems that most concern children with disabilities.

Relevance of the topic

The beauty of the modern world is precisely in diversity, heterogeneity. Not everyone can understand and accept this. Of course, now a significant task of society has become the unification of various individuals into a common and understanding humanity. In order to unite all together, we need to show respect for alien things, cultures, customs, traditions, we must learn to listen to the opinions of others and admit our mistakes.

All this is a manifestation of tolerance. The problem of tolerance can be attributed to the educational problem. The problem of the culture of communication is one of the most acute in the school, and in society as a whole. Knowing perfectly well that we are all different and that we need to perceive the other person as he is, we do not always behave correctly and adequately. It is important to be tolerant towards each other, which is very difficult.

In recent years, numerous scientific works have been published on the rehabilitation of disabled children (Dobrovolskaya T.A., 2016, Barashnev Yu.I., 2015, Bogoyavlenskaya N.M., 2016, Bondarenko E.S., 2014). However, despite the existing experience in the rehabilitation treatment of disabled children, the issues of organizing and conducting this type of treatment have not yet been fully resolved, both in theoretical, organizational, methodological (Zelinskaya D.I., 2016), and spiritually.

The main problem of a child with disabilities lies in his connection with the world, limited mobility, poor contacts with peers and adults, limited communication with nature, access to cultural values, and sometimes to elementary education.

Today, the state does not ignore the problem of childhood and adolescent disability. A number of legislative and governmental acts of the Russian Federation are being adopted aimed at protecting the rights and supporting children and adolescents with disabilities. Medical and social assistance to this category of children and adolescents is being improved, which required the introduction of new medical indications for establishing disability in children and adolescents (2011), changes in the state statistics of child and adolescent disability based on a three-dimensional assessment of the state of health and taking into account health disorders, disability and social insufficiency of a disabled child (2002).

According to the United Nations, there are approximately 450 million

people with mental and physical disabilities.

World Health Organization (WHO) data show that the number of such people in the world reaches 13% (3% of children are born with intellectual disabilities and 10% of children with other mental and physical disabilities) in the world there are about 200 million children with disabilities.

Moreover, in our country, as well as throughout the world, there is a trend towards an increase in the number of children with disabilities. In Russia, the frequency of childhood disability for

doubled in the last decade.

Disability in children means a significant limitation

life, it contributes to social maladaptation, which is caused by developmental disorders, difficulties in

self-service, communication, learning, mastering professional skills in the future. The development of social experience by children with disabilities, their inclusion in the existing system of social relations requires certain additional measures, funds and efforts from the society (these can be special programs, special rehabilitation centers, special educational institutions, etc.).

JSC "Technokeramika" lives a busy life: competitions, reviews, competitions, holidays follow each other, enriching leisure. People with disabilities can improve their health by doing exercise equipment, swimming, and athletics.

Expected results

Having learned about the existing problems, our good neighbors decided to help us. By creating an inactive group of JSC "Tekhnokeramika", we developed an action plan to help resolve the current situation.

We turned to the administration of our college to provide an opportunity for the children of the JSC "Tekhnokeramika" society, a gym with exercise equipment, sports equipment for sports events and training.

Our capabilities are not enough to solve the transport problem.

In May, we will sum up the results of our project. We hope that our joint activities will resonate in the hearts of adults, and children with disabilities will successfully adapt in society and become full-fledged citizens.
