In the first case - for discrediting an officer's rank, in the second - for dishonest behavior in the post of editor-in-chief.

The nasty broom method

They, of course, are scammers and the thirst for personal enrichment was familiar to them, but in comparison with our hero they are just blind puppies. It's not talent here, it's talent. Judge for yourself.

After 12 years of dusty military service, holding technical positions after the Tambov School that were not associated with great responsibility, he rose to the rank of lieutenant colonel and was expelled from the army under the most shameful article for an officer with the wording “Unsuitable for the position in terms of moral and psychological qualities.” With deprivation of the right to a pension from the Ministry of Defense and wearing a military uniform.

If an army career doesn’t work out, it doesn’t matter, a near-army career is being pursued right away, fortunately, it is already clear that the country’s Armed Forces are the feeding trough that it is better not to part with. How a defrocked officer turned out to be an expert and military observer for the then booming Nezawiska is a question for the leadership of the newspaper of that time. There he also became a columnist for the Independent Military Review. Custom articles are only a fraction of the sins charged to him. In those same years, Igor Korotchenko worked in the field of political PR, participating in the election campaigns of the Congress of Russian Communities (now the Rodina party) and General Lebed. It is clear that in order to ride the restive horse of election financing, a certain talent and personal charm are simply necessary. As for honesty and decency, these qualities are not necessary for enrichment and political reputation. By the way, the PR campaigns he conducted ended in nothing. It seems that this trend will continue this year.

False colonel from the bureaucracy

A very indicative case was once investigated by the Military-Industrial Courier. Having learned that his namesake is among the graduates of the most prestigious Academy in military circles. Frunze, Korotchenko clearly includes his studies at the academy in his biography. Was there some kind of Korotchenko there? Was. What other questions!

Our character's experience suggests that you can find yourself in a position in the Ministry of Defense by entering it through the anus and becoming a member of the presidium of the Public Council. The operation “military-social activist” began in those years when the department was headed by Sergeev. The proximity of the “famous military journalist” to the generals allowed Lieutenant Colonel Korotchenko to be pushed into the next list for conferring military ranks. At first, on the recommendation of the main military prosecutor’s office, he was deprived of his illegally obtained colonel’s rank, and under Serdyukov, the rank was returned. This order of Serdyukov is still waiting to be canceled.

Then Shoigu came, the days of decisive changes came in the army, people were replaced - and only Igor Korotchenko continues to stubbornly trample the ministerial corridors. There is such a profession - self-PR. Igor Korotchenko is its brightest representative. His profession is rare, but also one of the oldest.

Power is contraindicated

According to Korotchenko, he was expelled from the newspapers he headed for his adherence to principles. But the colleagues who worked with him at NG said that as a journalist he was zero, his ceiling was custom paid articles. He also left the Military-Industrial Courier with a loud scandal: by 2010, when this was happening, he was busy creating his own magazine under the fictitious name “National Defense,” ignoring his work in the military-industrial complex. In an amazing way, money for advertising from the Military-Industrial Courier began to flow there. The result is dismissal under the article. Korotchenko talked about vile insinuations and intrigues. There was a court, which, as expected, did not heed Korotchenko’s speeches; the dismissal was recognized as legal.

So, even though I don’t yet know whose name I’ll put a check mark against on the ballot, I’m already firmly convinced who probably won’t receive this honor from me. For one simple reason - power is contraindicated for people who are unscrupulous in the methods of career growth. At one time, I remembered the phrase: “Anyone can become a KGB employee - except those who want to become a KGB employee.” I would also apply it to power, considering any desire for it to be unsuitable for the profession. I really don’t want people with such a biography to write the laws by which I live, and meddle in the affairs of the army, which I respect immensely.

Igor Korotchenko has two biographies. One is official – crystal clear. but the second one forces you to sue, especially on those points that are difficult to prove today.

Igor Korotchenko gave 12 years of his life to the army. He served in an Air Force repair shop and ensured communications security at the General Staff. There were not enough stars from the sky - apparently, the stars on his shoulder straps were more important to him. A sharp turn in the life of Lieutenant Colonel Korotchenko happened in 1994.

The officer was dismissed from the army under the discredited Article 49 of the Federal Law “On Military Duty and Military Service” as a serviceman who ceased to “meet the requirements established for him by law.” At one reminder of this fact, Korotchenko begins to go into real hysterics, which the whole country witnessed during the debates before the 2016 State Duma elections (he lost to Gennady Onishchenko). Oleg Mitvol deceived his opponent - Korotchenko began yelling at the leader of the “Greens”, called him a “traitor to the Motherland” and threatened to send him “to NATO machine guns.”

Why was the officer shown the door? According to his opponents, he screwed up: he cheated with the rations of his colleagues, wrote denunciations, for which he was allegedly beaten several times. However, the newspaper “Military Industrial Courier” (from which Korotchenko was also expelled with scandal, but more on that below) was unable to prove this information in court. If there were any bruises, they had healed long ago, so I had to give
refutation.

Kicked out of the newspaper

In the same 1994, Korotchenko got a job at Nezavisimaya Gazeta. They say that the newly minted military correspondent found an approach to the then owner of the media, Boris Berezovsky, and, taking advantage of his proximity to the body, weaved intrigues against the editor-in-chief. Korotchenko is also accused of writing custom articles (supposedly this is where the nickname Mister Thousand Dollars came from), but this is all, again, behind-the-scenes talk. Was it or not? Vitaly Tretyakov knows this for sure. But the former head of Nezavisimaya, as soon as he heard from us the name of the ex-employee, he flatly refused to talk about him.

After NG, Korotchenko got a job at the weekly Military-Industrial Courier, where he was busy praising Defense Minister Sergei Ivanov, whom many saw as Vladimir Putin’s successor. At the same time, the officer who crashed out of the ranks of the Russian army... suddenly received the rank of colonel! Moreover, in violation of the procedure: Korotchenko did not go through the required military training in this case. When the illegality of obtaining the title was discovered, a new law had already been adopted, which allowed promotion on the basis of one certification. Korotchenko came out of this story with minimal losses (only the date of the order changed), but the sediment remained.

And then another problem came. Korotchenko, who by that time had become the editor-in-chief of VPK, disagreed with the owner of the newspaper, Igor Ashurbeyli. In such cases, someone leaves on their own, someone butts heads, and the colonel simply began to... truant. It was under this article that he was fired. Even the court, where Korotchenko, as usual, turned, did not help him.

Appointed to the Ministry of Defense

In 2012, a man with a tarnished military past received a new position: chairman of the Public Council of the Ministry of Defense (instead of Nikita Mikhalkov, who was disgraced with a flashing light). This happened when the ministry was still headed by Anatoly Serdyukov, whose reforms, like Ivanov’s in his time, were sung by Igor Yuryevich. Korotchenko found himself not only in a new position, but also in charge of the budget. Under him, 150 million rubles allocated for the formation of a positive image of the military department disappeared without a trace. The ex-head of the OS (currently in this position is Pavel Gusev) managed to dispute the accusations of misuse of funds. But where the money went is unknown.

They feed on government orders

Korotchenko is like a modern Khlestakov. You yourself already understood what type of warrior he is. It would be hard to call him a journalist either. Military expert? Korotchenko’s colleagues laugh at his “competence” and recall the story of how he, who graduated from the Tambov School, when he headed the Public Council, also indicated in his biography a diploma from the Military Academy. Frunze. Journalists made an inquiry: it turned out that Igor Korotchenko never studied there.

All this does not prevent the screen star from being a successful businessman. Korotchenko lives well on millions of government orders.

– I assume that this gentleman is financed by the military-industrial complex. Perhaps Deputy Prime Minister Rogozin, admits Andrei Karaulov, who dedicated a separate issue of “The Moment of Truth” to Korotchenko.

According to another version, Korotchenko enjoys the patronage of Sergei Ivanov, with whom he has maintained relations since the time of the joint but unsuccessful campaign against the Kremlin.

Who is he, Mr. Korotchenko? Disabled person. Yes, yes, disabled. So says Oleg Mitvol. Until they let them in on the machine guns, he recalls:

– Before that very debate, when Korotchenko snapped at me, I was standing at the Mosfilm pavilion. I was thinking about my speech on how to help people with disabilities living in Russia (that was the topic). At that moment, a car with a yellow disabled person’s badge drove up to the entrance, and a huge man solemnly emerged from the back seat. It reminded me of Operation Y. "Do not be noisy! I am disabled!" - says Morgunov. And then he easily lifts the car, turning it around. So, that “disabled person” at Mosfilm was Igor Korotchenko.

It seems that things did not work out for the Ministry of Defense with the chairmen of the department’s Public Council. If the past - Nikita Mikhalkov- disgraced himself with flashing light issued due to dubious circumstances, then the recently elected one, Igor Korotchenko, judging by the documents available to MK, received the rank of “reserve colonel” in violation of the law.

In these, Chairman of the State Duma Committee on Industry Sergei Sobko asks Defense Minister Anatoly Serdyukov and Prosecutor General Yuri Chaika to pay attention to information published in one of the industry media.

According to what was stated in parliamentary requests, Igor Korotchenko, a well-known military expert who recently headed the Public Council under the Ministry of Defense, was in the fall of 1994 by decision of the certification commission, which considered that Lieutenant Colonel Korotchenko was not suitable for the position in terms of his moral and psychological qualities.

What is really going on there, whether the head of group 992 of the complex technical control center did something reprehensible or simply fell out with the management, it is unlikely that it will be possible to understand after many years.

The most unpleasant thing happened a few years later, in February 1999, when Igor Korotchenko received the rank of reserve colonel without going through the mandatory military training and tests in such cases, but by decision of the certification commission.

Actually, this is what Deputy Sobko received from Secretary of State, Deputy Minister of Defense Nikolai Pankov: “in accordance with current legislation on the basis of certification material.” The Main Military Prosecutor's Office apparently decided to delve a little deeper into the essence of the claims and came to the conclusion that, yes, there are no contradictions with the current legislation, but according to the legislation in force at the time of conferring the rank, it was still impossible to give Korotchenko a colonel without fees and credit.

Apparently, the Ministry of Defense is aware of this. How else can we explain the sentence with which for some reason Pankov’s answer to Sobko ends: “An officer, including a reserve officer, can be deprived of his military rank by a court decision or the protest of the prosecutor’s office.”

It can be assumed that the chairman of the Public Council will have to part with the extra star on his shoulder straps in the near future. And the question will arise, how could the civil society watchdog assigned to the Ministry of Defense be so unlucky - first one chairman in a strange way got himself a flashing light, and now another, it turns out, has already committed acts of dubious moral quality twice in his career? And doesn’t this cast a shadow on the military department itself?

Firstly, there is no “special storage facility for military archives”. There is the Central Archive of the Moscow Region - the central archive of the Ministry of Defense. There is fund No. 15. There are archives of some main departments of the General Staff. But such a thing - a “special storage facility for military archives” - simply does not exist in nature.

Secondly, all documents for dismissal from the Armed Forces (including service identification and personal number) must be submitted in accordance with the established procedure. If Korotchenko did not hand over this alleged certificate, this is already a serious violation. Why didn't he give it up? Yes, simply because no one in the General Staff knew about the existence of such a document, and therefore did not submit it.

Thirdly, why is it fake? We showed this document to the Chief of the General Staff (Army General), who during the period of its alleged issuance to Mr. Korotchenko led the “brain of the army.”

After a long study of the certificate, the Chief of the General Staff said that he had never seen such documents and it was unlikely that they could exist at all. As the Chief of the General Staff, the Army General especially emphasized, he never signed or issued such certificates to anyone. The military commander knew nothing about such certificates from those NGS who replaced him. [...]

Korotchenko in 1997-1999. wrote laudatory odes and panegyrics to the Minister of Defense I. Sergeev. He gained confidence in the chief of staff of the minister V. Meleshko. He persuaded the latter to include himself in the draft order on assigning regular military ranks to reserve officers. Naturally, Mr. Korotchenko hid his past (namely, that he was expelled from the Armed Forces due to a discreditable article) from Meleshko. And there was no time to check.

Why is it necessary to deprive Mr. Korotchenko of the military rank of colonel?

Igor Yuryevich Korotchenko - aka Vasily Kasarin, aka Igor Yuryev, aka Vadim Egorov, aka Maxim Isaev, aka Igor Lensky, aka Gennady Pulin, aka Boris Vyatkin (other pseudonyms are possible, under which Korotchenko usually performs in in mass media).

Born in 1960, drafted in 1977, Moscow, graduated in 1982 from the Tambov Higher Aviation Engineering School.

Igor Korotchenko begins to talk about himself like this:

He served in units of the Air Force (1982-1984), the General Staff of the Air Force (1984-1987), and the General Staff of the Armed Forces (1987-1994).

At first glance, it sounds impressive. It remains to clarify in what positions Igor Korotchenko served in active military service and why he served as an officer for only twelve years.

In 1982-1985. Igor Korotchenko served in an Air Force repair shop in the village of Velyaminovo, Moscow Region (the years he spent in various positions, by the way, do not entirely coincide with his official biography). In Igor Korotchenko’s own stories, this small repair shop grows to the scale of a large aircraft repair plant, and his insignificant position (primary officer, it should be noted) - to the head of the leading department of this plant. Moreover, Korotchenko talks about this so sincerely and confidently that, apparently, he himself believes in it.

Then (in 1985-1989) Igor Korotchenko served at the Integrated Technical Control Unit, 406th Laboratory of the Air Force General Staff. It sounds solid, but UKTK is a very small unit responsible for communications security. Of course, in this military team, Igor Korotchenko’s position was by no means the head of the unit.

The first significant promotion occurred in 1989 - Korotchenko was appointed head of the group of the 1st department of the 992nd Center for Integrated Technical Control of the General Staff (it is possible that there were 1-2 military personnel under his command at that time). Igor Korotchenko remained in this position until 1991.

In 1991, he was moved to the position of head of the technical control group (this is not a promotion, but a lateral movement). At the zenith of his officer career, Korotchenko sat with headphones on and listened to what others were saying on the phone. This is his unique service maximum.

What else should be noted in Korotchenko’s official biography? Usually, in the sixth or seventh year of officer service, a promising graduate of a military school enters a military academy of a branch of the Armed Forces. This did not happen to Korotchenko. And this only says one thing - the officer was considered unpromising and was generally characterized negatively in his service.

Finally, in 1994, Igor Korotchenko’s officer service suddenly ended.

He was dismissed with the rank of lieutenant colonel (according to other sources - major) under subparagraph 2G of paragraph 2 of article 49 of the Federal Law “On Military Duty and Military Service.” In 1994, this meant (it should be noted that there were later versions of this law): “If a serviceman ceases to meet the requirements established for him by the Law.” In other words, this is the most discreditable article under which an officer could be dismissed from the Armed Forces. The moral character of Igor Korotchenko as an officer of the Armed Forces is probably most expressively indicated by the fact that fellow officers fairly beat Korotchenko in the face for unseemly actions. Major Korotchenko was forced to go to service with bruises under his eyes.

After his dismissal from the Armed Forces, they did not want to give him a foreign passport for a long time. Chief of Electronic Warfare of the General Staff in the mid-1990s. “In 2003, expressing protest against the anti-state information policy of Nezavisimaya Gazeta, owned by the oligarch Boris Berezovsky, he turned to the journalists of Nezavisimaya Voennoye Obozreniye with a proposal to leave the editorial office, and was fully supported by the staff.” However, the veterans of Nezavisimaya Gazeta know that Igor Korotchenko never expressed any protest to anyone in the newspaper. In “Nezavisimaya” he mainly swindled general directors of military-industrial complex enterprises out of money, which earned him the nickname Mr. “Thousand Dollars.” For Korotchenko did not take on a single issue related to the defense industry until he was promised at least this amount (a thousand dollars, by the way, was not at all small money for the second half of the 1990s).

In 2003, Sergei Sokut, deputy executive editor of the Independent Military Review, left for a new job. Igor Korotchenko expected that this position would be offered to him. However, this did not happen and Korotchenko harbored a grudge. And then the Military-Industrial Courier came in handy, where Igor Korotchenko devoured the editor-in-chief Anatoly Dokuchaev in a matter of days and, through intrigue and sleight of hand, was confirmed as editor-in-chief. The overall result of our hero’s tenure as editor-in-chief of VPK was unsuccessful. He was never able to make the newspaper truly interesting and in demand by readers (unless, for the sake of personal gain, he demonstrated devotion and loyalty to the leadership of the military department).

This was partly because the main goal of Korotchenko’s work in the newspaper “Military-Industrial Courier” (at one time) was to glorify Sergei Ivanov as a possible president of Russia. Strictly speaking, everything was subordinated to this in the activities of Igor Korotchenko. In narrow circles at that time, Korotchenko used to say that he thought of his future as follows: Sergei Ivanov - president, Korotchenko, for services rendered, - minister of defense. According to another version, stated by Korotchenko himself, for assistance in the election campaign of Sergei Ivanov, he was promised the post of general director of 1 TV channel.

The magazine “National Defense” was subordinated to the same goals, which Korotchenko began publishing under the pseudonym Vasily Kasarin (by the way, many of the editorial staff of this magazine are fictitious people; there are no journalists with such names in Moscow). The case is unique even for our time - the publication of a magazine (in the early stages of its existence) under a pseudonym. At one time the magazine closed. But recently its release was resumed. And again, on the pages of this publication, someone is glorified, and exclusively for the purpose of solving Igor Korotchenko’s personal problems (some of those being glorified probably have no idea about this).

The Oborona.ru portal, created under the leadership of Igor Korotchenko, was also subordinated to the same task - PR of Sergei Ivanov. The editorial staff are the same as those in National Defense. Led, of course, by the mysterious Vasily Kasarin. After Ivanov was not elected president, the portal (with rather stupid content, I must say frankly) ceased to exist.

And here is a characteristic touch - as soon as Sergei Ivanov left the race as a potential president of Russia, Igor Korotchenko instantly lost interest in his overlord. And this is all Korotchenko. And in fact, why does he need Ivanov now, especially since he failed so miserably to live up to his expectations and aspirations.

For misconduct that diametrically diverges from generally accepted norms of morality and morality, Igor Korotchenko was expelled from the post of editor-in-chief of the newspaper Military-Industrial Courier at the end of 2009.

1. Korotchenko is not a colonel. Back in 2011, the Chief Military Prosecutor of the Russian Federation issued a conclusion that the assignment of the title was illegal. The prosecutor has been trying for 5 years to deprive Korotchenko of his title, obtained by deception, but the swindler continues to remain Chairman of the Public Council under the Minister of Defense.

— The Chairman of the Public Council must be a person with social weight and fame, who could ensure public control over the Defense Ministry, including the Minister of Defense himself.
For example, ask Shoigu about his $20 million house. And such a person would have to answer! They hire Korotchenko, a swindler with a false title, under pressure from the Prosecutor's Office, who was previously kicked out of the Armed Forces. Korotchenko is unlikely to ask uncomfortable questions. A serious systemic problem is emerging.
